Rationale for Establishment of the e-ASEAN
Business Council
  • Partnership and cooperation between the public
    and private sectors is a key objective of the
    e-ASEAN Agreement signed by ASEAN Leaders, to
    promote an electronically integrated region where
    goods, services, information and content flow
    freely through electronic means
  • 3rd ASEAN TELMIN last year agreed to establish
    the e-ASEAN Business Council comprising ICT
    industry representatives by 2004, to provide
    advice and feedback to TELMIN on ICT industry
    development, policy and regulatory issues, as
    part of the rationalization process of ICT
    cooperation in ASEAN

e-ABCS Proposed Terms of Reference
  • Provide advice and feedback to ASEAN
    Telecommunications and IT Ministers (TELMIN) on
    ICT industry development, policy and regulatory
    issues in the region including
  • Application of ICT technology to enhance the
    productivity and competitiveness of key economic
    sectors, as well as to narrow the digital divide
  • Adoption of industry and technology standards
  • Policy and regulatory impediments and other
    environmental constraints to the development of
    the ICT industry
  • Cross border issues impacting the flow of ICT
    products, services and investments
  • Organise discussion forums, roundtables and
    events for industry networking and sharing of
    ideas
  • Establish linkages with relevant global and
    regional business forums

e-ABCs Proposed Terms of Reference
  • Composition
  • CEO-level representatives from the private sector
  • Not more than 3 members from each country
    preferably 1 member from ICT industry
    association/federation, and the other 2 members
    from ICT companies or relevant organisations
  • Term of office for each member is 2 years
  • Chairman of the Council is to be elected by
    members
  • Secretariat support is to be provided by members
  • The e-ABC is expected to be self-funding
  • The e-ABC is expected to update the TELMIN
    meeting once a year (Annual Dialogue) on their
    recommendations
