Paying front groups and scientists
A prominent scientist recruited from Thailand
was from the Mahidol Faculty of Public
Health. Tobacco industry documents refer to her
as MW and state,
MW provided names of certain scientists whom
she recommended we see in connection with the
ETS project. Most of these individuals, however,
are from countries that are not now priority
markets

Paying front groups and scientists
  • A prominent scientist recruited from a Faculty of
    Public Health in Thailand
  • Dr. MW was chosen because of her prominent
position as President of the Asian Association of
    Occupational Health (AAOH)
  • She provided names of scientists from countries
that are not now priority markets
  • MW will host in Bangkok a regional
  • conference (held once every three years) for
  • which she asked GL (George Leslie,
  • a tobacco industry scientist) to organize
  • a session on indoor air pollution

9
Paying front groups and scientists
  • MW is an important contact for us to cultivate,
given her regional status and extensive network
of friends in the Asian scientific community.
  • Assisting her also secures our continued good
    relations with the AAOH.

Influencing Legislation on Product Regulation in
Thailand ???????????????????????????????????????
???????
  • Finally, you should know that to minimize and
limit corruption, the Thai legislative process
does not permit lobbying, public comment or
hearings, or any form of intervention by the
public or interested parties on proposed or
pending legislation. As such, our monitoring and
actions with respect to the Tobacco Control Bill
have been necessarily difficult and non-public.

Influencing the disclosure of tobacco ingredients
to the public????????????????????????????????????
?????????
  • Consistent with written assurances given by
various organs of the Royal Thai Government to US
and EU trade officials, the Ministry of Public
Health has agreed to keep ingredient disclosures
    confidential.

Setting the price for taking more market
share????????????????????????????????????????????
?
  • Sales of foreign cigarettes finally started
    mid-September,1991, in Thailand. The Thailand
Tobacco Monopoly plans to file a petition with
the Commerce Ministry to investigate why some
foreign cigarette brands are selling at a loss
price of US 1.10 per pack. Price will be a
principle factor in gaining foreign market
    share.

uniform low tax rates??????????????? ???
????????????????????????????????????
  • Our strategy continues to be one of
consolidating our position in the growing
imported segments of the domestic markets as well
as building on the successful General Trade
    business in the region.

The industry makes its products seen and its
influence felt???????????????????????????????????
???????
  • The obvious placement is in providing a network
of product distribution, especially in stores
frequented by children, and making sure that
    their sales outlets are everywhere
  • ???????????????????????????????
    ??????????????????????????????????????????????????
    ?????????????????????????????
  • Placement might also refer to making its business
influence felt among decision makers in and out
    of government

Build a large distribution system for market
penetration ???????????????????????????????????
??
  • Philip Morris in its 1994-1996 plan emphasized

Constantly trying to make decisions for those in
authority ???????????????????????????????????????
???????
  • I believe the present Minister offers us the
opportunity to contribute our views and our
success will depend on the degree to which we can
educate him and his department on these issues,
without overburdening him with details in which
case he would probably seek clarification from
    our opponents.

Rally Team ???? 1993
  • Thailand is probably the most sophisticated
rally sports environment. to make any impact at
all and gain team brand recognition, it is
necessary to work at exploitation all year
round and, while internationalising the content
of articles, to make them relevant to local
    people.

????????????????????????????????????
  • sponsorship emerges as an interesting method
    of communicating with young adults.
  • In Asian markets, event sponsorship-
particularly of music and sports events- has
already become, or is becoming, a familiar
    promotional tool.

of jail, but does anyone trust them anymore?

Big Tobacco A family of people sharing an ethic
of care?????????????????? ??????????????????????
???????
  • Philip Morris has responded to the needs of
victims of disease for many years. In 1991, we
continued our program of active support of
research and treatment to combat AIDS one
program, for instance, has established a post
doctoral fellowship in AIDS research at New York
Blood Center. Our cumulative funding to combat
AIDS since 1987 now comes to over 2 million.
Through these and other efforts, we contribute
to society not simply as a large philanthropic
company, but as a family of people sharing an
ethic of caring and community service.
