Review of Commissioning Process
  • SQW Consulting engaged by London Councils in
    partnership with 3rd sector
  • Reviewing whether process has achieved what it
    was designed to do
  • Any issues that could make process better?
  • Any unwanted casualties?
  • Any areas where capacity building needed?
  • Any lessons for other commissioners?

Evaluation of findings so far
  • Commissioning approach broadly welcomed
  • Improvements needed to scoring process to reflect
  • Quality of previous performance
  • Real evidence of working with communities
  • Too many priorities, spreading resources too
    thinly
  • Better processes for partnership/consortia bids

Improving the Process
  • Final report from SQW in late March Grants Cttee
    to consider on 22 April 2008
  • Resulting action plan addressed to consider how
    to improve process needs to consider any other
    good practice emerging across the country
  • LC/3rd Sector Steering Group to look to identify
    most appropriate improvements
  • Final proposed improvements to be agreed by
    Grants Committee in July 2009
  • Consider how to promote any identified good
    practice

Recession and Effects on Outcomes
  • London Funders/LRC event 11 Feb 09, will result
    in potential actions to address emerging issues
  • Big Squeeze responses will help provide more
    evidence relevant to changing needs
  • London Funders expecting a series of future
    service specific events
  • LC not proposing removing funding from
    commissioned organisations refocus upon the
    outcomes in each service area that are now the
    most pressing
  • Potential for funders to work together to jointly
    address critical needs but not lose focus on
    underlying needs/problems/issues

Future Priorities - 2011/15
  • Need to learn from existing commissioning
  • Need to learn from changing needs caused by
    recession
  • Need to consider longer term underlying needs
  • Consider if monies need to be set aside for
    shorter term as opposed to longer-term issues
  • Cllr Hillan explained timing earlier, but getting
    Leaders Committee agreement to priorities in
    July 2010 or very shortly afterwards is key
  • Must maximise benefit from the programme
