REQUEST FOR PROPOSAL (RFP) Public Private
Partnership (PPP) for Development of POLYTECHNICS
AT RAHON NANOWAL, PUNJAB
Quality manpower is the single most determining
factor in the prosperity of any country. No
nation can develop its economy unless its
citizens are skilled enough to meet the present
day challenges. Technical Education plays a vital
role in honing the technical skills of our
manpower. It is in this context that setting up
of quality technical educational institutions is
of immense importance for any State. Punjab
Infrastructure Development Board (PIDB), in its
ongoing initiatives to develop social and
physical infrastructure in the State of Punjab
through Public Private Partnership (PPP), for and
on behalf of Department of Technical Education
Industrial Training, GoP proposes to develop
Polytechnics at Rahon, Distt. Nawanshahr and
Nanowal, Distt. Hoshiarpur under PPP format. PIDB
has successfully accomplished a number of
infrastructure projects under PPP format in
recent past. Feedback Ventures Pvt. Ltd. , as
Transaction Advisor, is assisting PIDB in
developing infrastructure projects across various
sectors through PPP format.

SCOPE OF WORK
Request for Proposal (RFP) document consisting of
detailed Scope of Work, Bidding Parameters,
Contractual Obligations of DTEIT and the
Bidder/s, will be sent/ given to interested
parties on receipt of a written request from them
mentioning contact details to Feedback Ventures
Pvt Ltd, Chandigarh along with a non-refundable
demand draft of Rs 5000/- (Rupees Five Thousand
only) or US 130 (US One Hundred and Thirty
only) as processing fee in favour of PIDB payable
at Chandigarh. Interested bidder/s may submit
their proposal to the office of Punjab
Infrastructure Development Board (PIDB) at the
address mentioned below, on or before 3 Nov 2008
between 0900 hrs to 1700 hrs. A pre-bid meeting
for prospective bidders would be held in the
Conference Room of PIDB at Chandigarh on 7 Oct
2008 at 3.00 pm. PIDB reserves the right to
accept or reject any application and to annul the
process at any time, without any liability and
assigning any reason thereof.

• The selected bidder (s) will be responsible for
  the following
• Planning, designing, financing, construction,
  marketing, operation and maintenance of
  Polytechnic (s), as per the guidelines laid down
  by All India Council for Technical Education
  (AICTE) / other concerned statutory authorities.
  
• Procurement and installation of necessary
  equipments/ infrastructure for running of
  different courses in Polytechnic as per
  guidelines of AICTE/ other concerned statutory
  authorities.
• Deployment of adequate trained staff, as per
  requirements of AICTE/ other concerned statutory
  authorities.
• Undertaking recurring expenditure and all
  necessary activities to run and maintain the
  facility.
• Operation Maintenance of the facility for a
  predetermined Concession Period
• Collection of revenue such as academic fees etc.
  for a predetermined period.
• Obtain all statutory approvals for different
  courses from AICTE, Punjab State Board for
  Technical Education and Industrial Training
  (PSBTEIT) and other statutory bodies. DTEIT
  shall extend all assistance and facilitation.
• The Concession Period shall be 60 (Sixty) years.

MIIMUM ELIGIBILITY CRITERIA

• Interested and Independent Trusts, Societies,
  Partnership Firms, Companies, Joint Ventures,
  Consortia, etc. meeting the following criteria
  may submit Expression of Interest
• Experience in running institute/s of technical
  nature with atleast 1200 students or any
  educational institution/s with atleast 2500
  students, on rolls as on 31st March 2008,
  anywhere in India or abroad.
• Should have minimum Networth of Rs 2 Crores
  (Rupees Two Crores Only) as on 31st March 2008.
• Should have an average annual Turnover of Rs 3
  Crores from educational institute/s of technical
  nature or an average turnover of Rs 6 Crores,
  from any educational institute/s, for the last
  three years (2005 - 06 to 2007 - 08), as per the
  latest audited annual report and balance sheet
  statements.
• High Net Worth Criteria
• Prospective Bidder (s) having a Networth of Rs
  50 Crores (Rupees Fifty Crores) and above as on
  31st March 2008 will be exempted from the above
  stated experience criteria.

In order to enhance the revenue streams from
these institutes, selected bidder(s) will be
given adequate flexibility to run Engineering
Courses and other Technical Education Courses of
their choice, which may also include MBA, MCA,
BBA, BCA and B. Pharmacy etc. as per norms of
AICTE, PTU or other concerned statutory bodies.
