The Proposal Process
  • Provides states (or multi-state projects) an
    opportunity to request customized analysis
    findings from the integrated data set
  • Allows inclusion of state specific data
  • Will occur twice a year
  • Does not release data to states

The Integrated Data Set
  • Compiles de-identified data on all Medicaid
    Buy-In participants in MIG states
  • Utilizes national data sources that are
    consistent across states
  • Is developed on an annual basis, but includes
    historical data

  • Information about the intended application of the
    findings

  • Anticipated size (N) for analysis population
  • List of data elements from the integrated data
    set to include in analysis
  • Table shell(s) in which results will be returned
    to the proposer (maximum of 10)

    submitted from state project(s)
  • Contact information for state data submission
  • List of data elements from the contributing data
    sets to include in analysis

Additional Considerations for Proposals
  • Analyses need to be limited to individuals
    identified in the finder files
  • Analyses resulting in cell sizes of 25 or smaller
    will not be reported due to potential for
    indirect identification
  • Requests for comparison to another state cannot
    be honored unless both states submit the proposal
    as a multi-state project
  • States will be allowed one proposal per
    submission period
  • Proposals can only request analyses in current
    period - no commitments can be made for time
    series or follow-up analyses in future submission
    periods

Review Process
  • MPR will screen proposals for completeness of
    information
  • Complete proposals will be submitted to the
    Integrated Data Review (IDR) committee
  • IDR committee will prioritize proposals for
    analysis
  • MPR will determine how many analyses can be
    completed

  • Objective of the study (30)
  • Soundness of the technical design (25)
  • Efficiency of the request (15)
  • Application of the findings (20)
  • Innovation (10)

2009 Restricted (Fall) Proposal Submission
Schedule
  • October 15 Conference call overview of proposal
    process
  • October 30 Deadline for submitting questions
    for QA document
  • November 6 Written response to submitted
    questions distributed to all states
  • November 20 Proposals due to MPR
  • approximately December 11 States notified of
    selection outcomes and tentative schedule for
    analysis

  • RFP, proposal template, and supporting materials
    (list of elements in integrated data and links to
    contributing data source information) are posted
    in the Workspace section of the MIG-RATS website
    (www.mig-rats.org)
  • Proposals will be submitted through the MIG-RATS
    website
