Purpose of Roadmaps

• Roadmaps feed the Strategic Transformation
  Appraisal (STA) process
• The STA feeds the Strategic Planning Guidance
  (SPG)
• And the SPG feeds the PPPE process
• The goal of PPBE is to give the SecDef the chance
  to lay the foundation for the future
• This has been a service function in the past by
  default

Basis of Roadmaps

• Roadmaps draw on the capabilities listed in the
  Joint Operating Concepts and the QDR
• The capabilities are supposed to be expressed in
  terms of the Tier 1 and Tier 2 Joint Capability
  Areas
• Basic Question Where are you going, and why?

• A picture of the future in terms of
  transformational efforts (not just programs)
• Uses the terminology of JCAs
• Supports the defense strategy by addressing the
  likely challenges
• Supports the QDRs priority areas
• Considers whats developed and whats abandoneda
  stream of events and efforts
• Identifies service interdependencies

• Owned by a military department or, in the case
  of the joint transformation roadmap, the Joint
  Forces Command (JFCOM)
• NOT a program document, but uses program data
• Looks at future concepts, organizations, business
  practices, possible doctrine changes, and
  personnel policy
• Example QDRs Human Capital Strategy model
• UNCLAS and classified
