The Capiz GIS Experience
2
What is GIS?
  • Geographic Information System or GIS
  • is a system for capturing, storing, checking,
    integrating, manipulating, analyzing and
displaying data that are spatially referenced to
    the earth.
  • It matters where it happens

3
Background
  • Capiz GIS initiatives started in 1998 when
Governor Vicente B. Bermejo assumed office as the
    20th Governor
  • The Provincial Government deals with spatially
significant data. Relating data to geographical
location makes it easier for planners and
decision makers to objectively decide resource
    allocation and project prioritization
  • Two major factors accounted for the
    implementation of Capiz GIS
  • It simplifies and rationalizes project
    implementation
  • Opportunities offered by USAID-GOLD technical
    assistance

4
How we Developed the First GIS Applications?
  • Capiz as a BACKYARD GIS
  • Finding use of the technology and doing things
    within your means
  • Data generated from SRA-MBN Survey is the most
available and extensive making it the number one
    choice for pilot application development
  • Participatory Barangay Planning Budgeting
Workshop was an opportunity to apply the
    technology

    manpower requirement
  • Limited understanding of the staff on how to use
    GIS in government operation
  • WHAT CONTRIBUTED?
  • The support and appreciation of the leadership of
the concept of GIS as well as their understanding
the value and usefulness of the technology
  • The willingness to invest
  • The lessons learned

9
Capiz GIS Today
  • The GIS Center has been established by virtue of
Executive Order No. 04 Series of 2001
  • Equipment are being upgraded
  • The capability has been improved
  • We now have 10 full-time staff
  • The Center is now developing other GIS
    Applications
  • The Center is now generating revenues

10
Other Major GIS Applications
  • GIS RoadNet
  • GIS LIS (Land Information System)

MAJOR LESSONS LEARNED
  • In-house system development reduces excess cost
    from that of outsourced system
  • Invest heavily on the upgrading of the
    personnels capability
  • Gradually build-up your equipment
  • Convert your applications into an entrepreneurial
    venture
