Community Systems Strengthening Why?
  • Implementation is challenged by capacity gaps at
    community level
  • Going to scale requires efforts to turn the need
    existing at community level into demand and
    access to services
  • Civil Society Organisations are the Global Funds
    most effective implementation partners
  • To scale up involvements CSOs often need
  • Physical infrastructure development office
    space, communications technology
  • Organisational systems development financial
    management, strategic planning, M E,
    information management capacities

Community Systems Strengthening and Dual Track
financing
  • CSS includes initiatives that contribute to the
    development and or strengthening of CBOs in
    order to improve knowledge, skills and capacity.
  • Specifically to achieve improved outcomes for
    HIV, TB and Malaria prevention, care, treatment
    and support.
  • Dual Track Financing is the routine inclusion of
    a non government Principle Recipient in proposals
    to the Global Fund. If a proposal does not
    include both government and non government PRs,
    it should contain an explanaition of the reason
    for this.

Long Term Sustainability
  • How can we insure governments continue developing
    relationships with Civil Society that they have
    often entered into reluctantly?
  • How can we support Civil Society organisations in
    understanding and managing the impact increased
    funding will have?
  • How do we manage the changing paradigm as more
    Civil Society Organisations become part of the
    development bureacracy?
