2
public art and St. Pauls
This report seeks to develop a strategy that
supports the external environments group so that
they can ensure that capital/building
developments in St Pauls integrate artistic
expression community arts from the outset.

2007 to 2017
inside to outside
This strategy is about developing processes
through which public art can play an important
role in enhancing public spaces and extend the
dialogue between people within and without St
Pauls. Definitions
5
2007 to 2017
artist and host
The strategy is based upon strengthening the
existing and growing new partnerships between the
St Pauls communities and artists.
6
2007 to 2017
public art steering group
Vital to the successful implementation of a
joined up approach to public art is the steering
group. This small group should be comprised of
local residents, local artists and a
representative of the City of Bristol.

commissioning artists
The process that St Pauls commissions artists is
as important as the artwork produced. Through a
varied program of commissions artists with
different practices and skills will be able to
contribute to St Pauls.

you cant stand still
Cathy Archer (local artist)
This approach to developing new strands of Public
Art places dialogue with the communities at its
centre. You cant stand still will form an
overarching project that will explore, document
and support all the arts activities that take
place. It will be an artist driven project.

Example Early One Afternoon (2003), a
photographic exploration of Hackney. Residents of
the Mayor Street Hostel in Hackney joined Nayan
Kulkarni on a seven day photographic exploration
of the area that they lived in. The digital book
that came from the project acted as part of the
brief for architects for new sheltered
accommodation in the area. Commissioned by
Peabody Housing Association as part of the Year
of the Artist. Architects Penoyre and Prasad

strategic locations
Artworks and projects should have a strong
relationship with St Pauls and reinforce its
physical and social connections with adjoining
areas of the city. The artworks will also develop
the more internal spaces in St Pauls forging
inside to outside dialogues.

streets
A strategic use of art integrated into the
streets that parallels the street and traffic
study will help to support and enrich the
experience of living in and moving through St
Pauls. By integrating permanent and temporary
art along key routes there will be a development

Temporary art is an extremely effective way for
artists, publics, spaces and artworks to form
dialogues. Major events and more intimate works
can engage people in imaginative and critical
thinking about the use and value of public space.

light based art
Critical to addressing key community concerns
about visibility and safety at night is an
enhanced use of well designed street lighting.
Artists can work with the lighting engineers to
develop artworks that take this process on an
imaginative and site specific journey.

green spaces
Art can have a crucial role in expanding the
value of green spaces in St Pauls. Temporary
works highlight the spaces an encourage people to
feel safe and remind people of there presence and
ownership. Permanent works, particularly if they
