- Co-channel stations (4.2.1)
- Adjacent channel stations up to 30 kHz (4.2.1)
24RJ81 Plan modification procedure
RJ81 Plan
- Coordination between administrations based on
interference field strength value on the
protected countours of other assignments - Protection of groundwave and/or skywave contours
depending on station class - Calculations according to chapter 4 of Annex 2
25RJ81 Plan modification procedure
RJ81 Plan
- No agreement required (4.2.14) if modification
implies -
- No increase in ERP
- Site change lt 3km or lt5 dist to nearest border
- Site change max of 10km
26Features of the RJ81 Plan modification procedure
RJ81 Plan
- Publication in Part A of a Special Section
- 60 days comment period
- BR reminders at 30 days
- BR calculates effect of proposed modification on

27Extracts from Frequently Asked Questions (FAQ)
RJ81 List B
- 1. What is list B?
- As indicated in Resolution 2 of the Agreement,
the RJ81Plan consists of two separate lists - List A which includes only the assignments
whose caused and received interference are both
accepted - List B which includes all the assignments
which are not included in List ABR calculates
effect of proposed modification on pending
modifications and vice versa
28Extracts from Frequently Asked Questions (FAQ)
RJ81 List B
- 2. Why is there a need to resolve list B?
- Resolves 3 of Resolution 2 strongly urges
administrations whose stations appear in List B - to make every effort to resolve the
incompatibilities relating to their stations as
quickly as possible.
29Extracts from Frequently Asked Questions (FAQ)
RJ81 List B
- 4. What are the benefits of resolving list B?
- Better electromagnetic compatibility in MF in
Region 2 (less harmful interferences produced and
received) and consequently easier introduction of
new stations as well as modification of existing
ones. - Simplified Plan modification procedures could
facilitate the possible introduction of digitally
modulated emissions in the MF band in Region 2.
30Extracts from Frequently Asked Questions (FAQ)
RJ81 List B
- 6. How many were there in List B at the end of
the conference? How many have been resolved? - 6.1 At the end of the conference there were a
total of 1203 daytime entries and night-time
entries in List B. - 6.2 Today there are still 177 daytime entries
and 735 night-time entries in List B
31Extracts from Frequently Asked Questions (FAQ)
RJ81 List B
- 8. What is the regulatory mechanism for removing
an assignment from List B? - The procedure for moving assignments from List B
to list A appears in ANNEX 2 to Resolution 2 of
the RJ81 Final Acts. It involves actions by - the Bureau (BR)
- the administration notifying a proposed move to
List A (N. Adm) - the administrations adversely affected (Aff.Adm).
The procedure can be summarized in the table
below

34Digital MF sound broadcasting in R2!
RJ81
- Special study by the BR. The results were
published in Circular Letter CCRR/20 on 6
September 2002 ? - Conclusions
- The current regulatory provisions of the RJ81
Agreement are rather inflexible and do not permit
the introduction of digital modulation - May be necessary to convene a short RRC for
Region 2 countries, mandated to update the
necessary administrative and technical parts of
the Agreement.
35Closing remarks
RJ81
- There is a way to facilitate possible
introduction of digital MF sound broadcasting in
R2. - Participate in the resolution of List B!
