  Energy Review Report
• Aims to help authorities identify and manage the
  key areas that enable effective and efficient
  energy procurement

  support, we asked authorities to score themselves
  against the Action Plan
• This also helps authorities know which areas to
  target in their own authority

• 33 authorities returned self assessments for 2007
• The results of the self assessments identified
  Automated Meter Reading and Financial Management
  as areas for improvement

• Undertake the Self Assessment
• Completed self assessments should be returned by
  May 9th to lce.energy_at_haringey.gov.uk

• The results will be used to identify progress and
  where support might be needed in future
• Results expected in mid-June
• We recommend that authorities hold a planning
  meeting e.g. with the DoF and energy and
  procurement teams

• July 2007 - Feasibility Study recommended
  aggregation of energy requirements and adopting
  flexible wholesale procurement
• September 2007 Preferred Procurement Model
  signed off
• November 2007 Customer driven Specification of
  Requirements approved

• We have been working with central purchasing
  bodies (CPBs) to help drive market development,
  in that the best practice developed through the
  project can be met
• We are now evaluating CPBs against the SoR in
  order to assess current capability and capacity,
  and what future improvements are planned

• This requires a purchasing body to
• undertake a self assessment against the LCE
  Statement of Requirements
• evidence their self assessment in the LCE
  evaluation process
• jointly agree an improvement plan milestones
  against the gap analysis
• work closely with the LCE to deliver the
  improvement plan

• Organisations involved include
• TEC evaluation near complete, improvement plan
  in development
• OGCbuying.solutions evaluation in progress,
  improvement plan to be developed
• KCC Laser meeting established, hope for future
  collaboration

• The Project Board will issue to authorities the
  results of the evaluations and improvements plans
• Authorities will then have the information to
  make decisions

• Current advice to LAs
• Market development is occurring but has been
  slower than expected
• Roll forward and keep options forward where
  possible
• There will potentially be a new provider in the
  market TEC - in time for Oct 2008
