PSC ROLE IN MiDAESS
  • PSC is the single unified voice of the government
    professional services industry all sizes, all
    functions
  • PSC/CSA merger effective January 1 now a
    combined membership of over 330 companies
  • Advocacy is Our Business
  • Soloway and Chvotkin serve as industry "advisors"
    to the MiDAESS Acquisition Strategy Panel NDAs
    are in effect and will be fully respected
  • PSC serves as a conduit for comments and input on
    the MiDAESS acquisition from all of industry (PSC
    membership not required)
  • PSC may still comment on MDA solicitations

MidAESS Issues Small Business
  • Dont restrict the entire acquisition to small
    businesses
  • Insure contractors retain the ability to team
    with approved subs/small businesses.
  • Set aside at least a portion of MiDAESS for small
    business
  • Provide opportunities outside the MiDAESS
    competition for 8(a) as sole source.
  • Encourage the use of Mentor-Protégé agreements
  • Facilitate teaming by providing other business
    POC information to interested businesses
  • Mandate subcontracting goals for any unrestricted
    work
  • Encourage teaming
  • Use 541710 as the NAICS to permit more businesses
    to be small
  • Provide opportunities for small companies to act
    as a prime rather than a sub
  • Do not place restrictions on teaming

  • No Seaport Model
  • Keep the RFP simple no videos
  • Consider high cost area adder
  • Recommend some GSA or BPA use
  • Provide mechanism for FP labor categories vice
    CPAF
  • Have 10-15 labor categories w/steps
  • Use a LOE vice LTAP structure
  • Use multiple contract types (TM, FFP, CP)
  • Issue solicitations every two years with awards
    as five year contracts
  • Consider on/off ramps for the work to ensure
    continuity
  • Keep the MiDAESS acquisition as a rolling program
    with multiple solicitations

  • Structure the contracts with a fee based on a
    shared versus common pool
  • Have Performance-based contract with a
    performance fee pool
  • Allow fee on all costs
  • Primes fee decremented based on performance at

    period
  • Include ODC CLIN

  • Provide a draft RFP - leave it out for comment
    for 30-60 days. Longer eats up too many company
    resources
  • Have 1 CPFF SME CLIN (with government approval)
  • Bid base team rates for entire team

    task orders.
  • Ensure COTRs have more authority to order
    services
  • Provide incumbency information with RFPs it
    helps them to determine whether to propose
  • Balance the SOWs between the contract and task
    order RFPs
