2Management of the National Strategic Reference
Framework 2007-2013
- The European Councils General Regulation
requires the Member States to set down rules
governing the management of the Structural
Instruments. - The Romanian institutional set up and
responsibilities were established by the
Government Decree No. 497/2004 and its subsequent
amendments. - The coordination of the NSRF imple-mentation will
be managed as follows

- Following Romanias accession to the European
Union, the DG within the Ministry of Public
Finance which operated during the pre-accession
period as the Managing Authority for the
Community Support Framework, is to be renamed to
National Authority for the Coordination of
Structural Instruments (ANCIS) and will represent
Romania as a Member State.

Framework 2007-2013
- The National Coordination Committee for
Structural Instruments, established under GD No.
1200/2004, will provide strategic guidance and
decision-making at political level. - The Management Co-ordination Group will address
management, administration and horizontal issues
with relevance to the Operational Programmes. - Regional Coordination Committees will be
established in all eight Development Regions to
assist in the coordination between Operational
Programmes.

Framework 2007-2013
- As regards the financial management and control,
the National Fund within the Ministry of Public
Finance has been designated to fulfil the role of
the Certifying Authority for all Operational
Programmes. - A distinct Directorate of the National Fund will
act as the Competent Body for Payments,
responsible for receiving all payments from the
ERDF, the ESF and Cohesion Fund from the EC. The
Competent Body for Payments will undertake the
transfer of payments either to the Paying Units
of each of the Managing Authorities (in case of
indirect payments), or to the Beneficiaries (in
the case of direct payments). - An independent body associated to the Romanian
Court of Accounts has been designated to operate
as the Audit Authority.
6Management of the Operational Programmes
- The NSRF is implemented through OPs under each of
the Convergence and European Territorial
Cooperation Objectives. - The management responsibilities of the individual
Operational Programmes were designated under the
GD No. 497/2004 and its subsequent amendments. - The following management and implementation
arrangements have been defined
