Shelter in Place Definition
  • The action of seeking immediate shelter indoors
    following a release of hazardous materials to the
    outside air such as
  • Chemical, biological, fire byproducts (smoke,
    ash, etc.) or other harmful contaminant

Activation of Shelter in Place
  • On-scene Incident Commander
  • Directs Zone Captains to Shelter in Place
  • Uses Notify Quick auto-dialer system to notify
    all Zone Captains, Building Coordinators, Floor
    Wardens
  • Puts messages on EHS Emergency Management
    website emergency info. box for Zone Captains,
    Building Coordinators, Floor Wardens
  • May direct FM to shut down HVAC systems

Steps to Shelter in Place
  • Close doors and windows - seal with wet towels
  • Shut off HVAC equipment or set to Recirculation
  • Close or seal air vents (if possible)
  • Close window shades, blinds, curtains
  • Move occupants to a Safe Interior Area
  • Shut down experiments/operations
  • Post Shelter in Place Sign
  • STAY PUT!!!

  • Features of assembly area
  • Above the ground floor
  • Minimal windows and vents
  • Adequate space for expected occupancy
  • Allow about 10 sq.ft./person
  • Consider hallways
  • Conference rooms, break areas or restrooms
  • Consider hard wire phone availability

  • Post every building entry and exit!

  • Incident Commander or designee Issues All Clear
    Message

  • Notified by Building Coordinator or Notify Quick

  • Keep occupants away from windows
  • Post signage
  • Inform occupants regarding reason for and
    duration of Shelter in Place
  • Provide updates to Building Coordinators
  • Restore building after All Clear
  • Inventory and replace items used during event

UCIPD Role
  • Assist with isolation and control of building
    entrances and exits
  • Coordinate with Irvine Police if necessary

Laboratory Shutdown
  • Incident Commander Safety Officer determine
    need for lab shutdown
  • Lab Managers/Principal Investigators are
    responsible for implementing lab shutdown
    procedures
  • Equipment shutdown, gases, hoods, pumps,
    experiments in progress, etc.

Advance Notice
  • 30 minutes notice to Shelter in Place
  • Assemble in Pre-identified buildings
  • See building list Section 8.2 of Shelter in Place
    Procedure
  • These buildings have HVAC systems that can be
    remotely controlled
  • One building per evacuation zone (or more)

Assistance for Persons with Disabilities
  • Identify individuals in advance if possible
  • Designate a person nearby to provide assistance
    in the event of an emergency
  • Assure safe movement of individuals and account
    for them as soon as possible

  • Record names and departure times of those leaving
    and destinations
