  • The Council believes that ultimately,
    responsibility for delivery of high quality
    provision and of quality improvement lies with
    colleges. To avoid a compliance culture, quality
    should be clearly owned by the colleges, and
    colleges must have a genuine commitment to
    self-evaluation and continuous quality
    improvement.
