• Increase public funding for education and
  innovation (to create a new higher-value
  industry)
• Fund a research on outsourcing cause and benefit
• Stop policies that encourage outsourcing (but not
  to regulate it)

• Corporation stops using cost-analysis to justify

• Retrain their workers for new jobs
