• Across the board uniform increase is not smart
  nor justified based on roadmap NIBIB will
  always be smallest
• 2 not justified based on current demand
• Future demand likely to be even higher
• Technology development is expensive
• Mix of grants depends upon strategy, 50/50
  seems reasonable if interdisciplinary issues
  resolved
