Why is a new Care Support System needed?
  • In the future there will be more people with care
    and support needs
  • The facts
  • People are living longer than ever before, the
    proportion of older people in our society is
    growing 1.7 Million more people (in England)
    have a need for care and support within the next
    20 years.

Why is a new Care Support System needed?
  • 2. Higher level of social values then ever before
    choice, control and independence (particularly
    over public services) are now seen as a civil
    right rather than as a luxury or ideal.
  • 3. Very often expectations do not live up to
    current standards.

Why is a new Care Support System needed?
  • 4. There needs to be a cross-government reform as
    a range of services and related financial
    assistance will need to be considered such as
    i) Social Care
  • ii) Housing Support Services e.g.
    housing adaptations
  • iii) Independent Living Support e.g. the
    Independent Living Fund
  • iv) Benefits support

  • The new system
  • Promote choice, control and independence
  • Everyone can get access to the high quality care
    and support they need but funding is targeted at
    those who need it most.
  • Be affordable for government, individuals and
    families in the long term.

    as equal members of society and where everyone
    has the opportunity to fulfil their potential.
  • Public Services should enable people to feel
    empowered and supported in meeting their
    aspirations. Case for Change Green Paper (May

  • stay healthy and recover quickly from illness
  • exercise maximum control over their own lives
  • sustain a family unit
  • participate as active and equal citizens
  • have the best possible quality of life

  • Needs and expectations for care and support are
    growing
  • We face an increasing funding gap in the future
  • Spending efficiently wont be enough
  • Together we need to plan how to meet these costs

    to be found
  • How we can ensure any future funding is

  • The challenge
  • The Government funds are limited
  • Money can be allocated in different ways
  • We need to decide on the priorities
  • Government wants to find clear and fair ways of
    allocating funds

  • Jay
  • Take for instance, Jay. Jay is 75, and has
    arthritis. She owns her own home and has a
    pension. She needs help with some personal care
    and getting out and about.
  • Patricia is 45, married with 3 kids. Since a
    major car accident she has been unable to work
    and may never work again. Patricia cannot now
    afford to pay for a pension.

    his own home and has a pension. He needs highly
    intensive full time care and support since he
    poses a risk to himself and others.
  • Nima is 28 and has been learning disabled since
    birth. She lives at home with her parents, who
    are also her carers. With the right support, she
    will be able to work and live more independently.
