3Project SummaryThe Hong Kong-America Center
(HKAC) and its partners--the International
Education and Resource Network (IEARN), the
Center for University and School Partnerships
(CUSP) and School Team--request HK 15,595,000
from the Quality Education Fund (QEF) to
undertake a three-year Global Learning Project
(GLP) that would develop sixty (60)
school-to-school partnerships between Hong Kong
and the United States using telecommunications
and collaborative project-based learning
4- The goals of the Global Learning Project
- Strengthen the capacity of HK schools to
communicate with schools around the world using
IT in support of carefully and collaboratively
designed project-based learning - Enhance the skills of HK students to use IT for
collaborative learning, to communicate in English
with their peers via the Internet, and to develop
a broad global perspective - Create high quality, low-cost online curriculum
materials resulting from HK-U.S. school
collaborations that will be available to all Hong
Kong schools - Foster nurturing environments for HK educators
and students to engage actively in joint learning
projects involving their local communities - Advance mutual understanding among Hong Kong and
American students and educators
5- Targets and Expected Number of Beneficiaries
- Over 12,000 students in HK and the U.S.
- nearly 500 teachers in HK and the U.S.
6 Project Duration 3 years The project will
start on August 1, 2001 and conclude on July 31,
2004
7Stage 1 Fall 2001 Start-up and planning
train-the-trainers workshop in HK on IEARN
system recruitment, selection and matching of 10
HK and 10 U.S. schools first teachers workshop
in HK evaluation design by HKIER and Teachers
College/Columbia University tech set-up for
inter-school projects.
8Stage 2 Spring/Summer 2002 20 HK teachers and
school IT professionals in first cohort will
visit their U.S. school counterparts for two
weeks plan the first round of joint projects
conduct projects evaluate Phase 1 post project
outcomes on the GLP web host first HK student
conference.
9Stage 3 Fall/Spring/Summer 2002-03 First cohort
of 10 HK and 10 U.S. school partners plan and
conduct their second round of joint projects,
expanding to other classes and levels in their
schools second cohort of 20 HK and 20 U.S.
schools plan and conduct their first round of
joint projects Visits by 49 HK educators to
their counterpart schools in the U.S. Second
teacher training workshop in fall and second
student conference (webcasted) at CUHK held in
June 2003 post projects on GLP website. Evaluate
Phase 2.
10Stage 4 Fall/ Spring/ Summer 2002-2004First
cohort of 10 partnerships graduate from GLP and
acquire AmCham sponsorships for continuation
second cohort of 20 school partnerships expand
their projects evaluation (Phase 3) produces
final reports third GLP student conference in HK.
11Stage 5 Summer 2004 GLP/HK plans and hosts the
IEARN international conference of teacher and
students in trans-national, project-based
learning using technology. U.S. teachers and
students in partner schools will visit HK schools
and plan for continuation beyond the three-year
QEF grant.

13Evaluation Method HKIER and Teachers
College/Columbia University (NYC) will jointly
design and conduct formative and summative
evaluation of the GLP. School Team will provide
extensive electronic logs of online usage in
inter-school projects. Study will focus on
student academic achievement, English language
improvement, cross-cultural learning and IT skill
acquisition, as well as teacher learning in this
new role, school climate support and IT-related
issues in joint project management.
