11Issues
- Pricing
- E-mail explaining issue with rates to all primes
on 23 Jan 09 - Perception within the pricing shop that the
contractual rates are not necessarily fair and
reasonable - All sole source proposals which go to pricing
will have to be audited or the rates will have to
be otherwise verified - Adds time to the proposal turnaround time
- 60-90 days
- Proposal Adequacy Checklist out 3 Feb 09
- Use on sole source proposals over 1M
12Issues(cont)
- Subcontractor Add Packages Submittals shall
include the following - Subcontractor Rate Tables (new template)
- Legal Name in CCR ( Central Contractor
Registration) - Cage ( Commercial and Government Entity) Code
- Subcontractor Narrative
- Must include the information that is on the new
template - Cover letter
- Must include information that is on the new
template - Letter from the subcontractor granting permission
to add the subcontractor to the primes team
13Issues(cont)
- Subcontractor Factors
- The Government will not allow submittals of any
subcontractor add packages that do not have the
factors included in the submittal - Courier Systems
- The Government will no longer allow email
submittals from Courier systems
14Issues(cont)
- A003 Submission - Requirements Traceability
Matrix (RTM) - Tabs Layout
- Team List ( Tab Name, Company Name, Cage Code)
- Team RTM ( Summary of Entire Team Capabilities)
- Prime RTM
- Sub-Contractors RTM
- Provided In Alphabetical Order
- Submission is a part of adding new subcontractor
- Update by Adding Tab
- Submission being utilized as Supplemental Market
Research
15Issues(cont)
- F2AST Distribution Lists
- Public vs. F2AST distribution lists
- Maintaining an accurate distribution list
- Establish an internal F2AST mailbox (i.e.
F2AST_at_ktr.com) - Recipients are maintained internally by the
company - Forward personnel changes to
wralc.pkf.fast.follo_at_robins.af.mil - Recipients must be maintained by both the
company and F2AST team
16Questions
- What is the status of non-critical supplier
submittals? - 616 subcontractor add packages received
- Currently in review and will be worked as quickly
as possible - If a specific subcontractor is needed for a known
requirement, the Government will expedite
review/addition of that subcontractor
