    for initial qualification
    and
    periodic training
  • - driving schools with a driving school
    permission
  • for the classes CE/DE,
  • transport companies
  • (accepted by the Chamber of Industry and
    Commerce),
  • - training centres with permission for
  • vocational retraining,
  • - authorized national training centres
  • (e.g. driving schools of German Federal Armed
    Forces)?
  • Besides training centres and providers of
    training can get a permission if they fulfil
    special conditions
    (see for this 7, BKrFQG).
  • Recurrent checks regarding to authorization will
    take place.

3. Important facts
  • 70.000 drivers/year need an initial
    qualification or apprenticeship,
  • 1.000.000 drivers in the commercial haulage and
    about 150.000
  • in the commercial passenger transportation need
    periodic training
  • every 5 years,
  • Imbalance between number of
    drivers and
  • number of centres/providers of
    training
  • the Federal Government assess the costs for
    periodic training
  • between 900.000 and 1.500 million Euro within a
    period of five
  • years,
  • unclear who will pay the periodic training,
  • the costs for each driver are supposed to end up
    to 1.500 Euro,
  • penalities (up to max. 20.000 Euro/in case of
    recurrence) for drivers
  • who do their job without qualification or
    periodic training
  • are planned

4. Problems in result
Employers looking for drivers,
but drivers
have to be qualified!
  • Is a 140-hours-qualification (accelerated
    training in Germany) or a qualification by
    only-test-option a reasonable qualification?
  • present high standard education now,
  • trainees will favour the light-version,
  • short initial qualification a useful replacement
    for apprenticeship?,
  • 18 years old beginners (18 years only test)
    have not got
  • enough driving experience

  • Can all private training providers
    (who are a priori authorized)
  • ensure a competent qualification?
  • the quality differences and experiences are
    enormous,
  • there is a lack of special trainers in a lot of
    privat
  • driving schools (driving instructor is not able
    to
  • teach each subject),
  • most privat schools dont have an own vehicle
    fleet,
  • Do the driving schools have got a suitable
    vehicle fleet
  • and technical equipment (e.g. Onboard-Unit)?

  • training providers? Is there a profit for
    employers?
  • Do all authorized training centres have
    professional experience
  • in qualifying trainees?
  • it is not settled who adopt the costs when
    employers take over

    certfications for only
  • physical presence -see Germany- or do we need a
    test at the end
