- Match for grade at which position
- will be filled
- Regardless of FPL or advertised

- Use equivalent grade for pay-banded

- RPL must be clear when position is

6EXEMPT ACTIONS
- Placement of a current DoD employee
- Noncompetitive conversion to
- competitive service (e.g., SCEP, VRA,
- Schedule A disabled)
- Extension of temporary appointment

- Reappointment of temporary employee
- Same position no break in service
- Both appointments NTE 1 year or less
- 30-day special needs appointment
- 700-hour appointment of severely
- disabled or mentally restored

10SELECTION PROCEDURES
- Selections must be in tenure group
- subgroup order
- Within subgroups, any registrant
- may be selected
- Retention standing is irrelevant

11QUALIFICATIONS
- Gaining activity solely responsible
- for determining qualifications
- Contact with registrant allowed
- May require application, resume, other
- necessary documents
- Interviews permitted
- May contact registering HRO if
- assistance needed

12ORDER OF OFFERS
- Individuals exercising statutory or regulatory
reemployment rights - Well-qualified PPP registrants who are still
employed (P1, P2 P3) - Qualified RPL registrants
- Well-qualified PPP registrants who are not
current employees

13ORDER OF OFFERS
- Separated P1 or P2 PPP registrants who are
preference eligibles may be selected over RPL
registrants - RPL registrants who are recovered compensables
may be selected without regard to PPP registrants

14ORDER OF OFFERS
- PPP selections must be in priority order
- EXAMPLE PPP referrals include separated P1 and
P2 who is still employed. P1 takes precedence
over P2, but RPL must first be cleared because P1
is not a current employee.

- All RPL PPP registrants take precedence over
ICTAP registrants - Activities with appointing authority are
responsible for observing order of offers

18JOB OFFERS
- All offers must be in writing
- Advise registrant of consequences of
- declining or failing to reply
- Inform registering activity when
- registrant declines or fails to reply
- Registrants eligibility is affected

- Copy of dated RPL
- Copy of registrant resumes and qualification
determinations - Dated copy of requests for information (e.g.,
application or resume) - Dated copy of interview notices
- Dated copy of written offers proof of receipt

Matching File (contd.)
- Record of acceptance/declination
- Justification for not selecting matching RPL
registrants (e.g., exception invoked, PPP
registrant selected) - Other information necessary to provide complete
audit trail
Retain for 2 yrs. after action completed

23APPEALS
If using undue interruption exception, gaining
activity must advise affected employees of MSPB
appeal rights NOTE Bargaining unit employees
may use negotiated grievance procedures or appeal
to MSPB, but not both
