Any deviation from this schedule requires written
approval from the FDOE prior to
implementation. All of Pasco schools will have
their Writing materials picked up on Friday,
February 13th.

GRADE 11 SCIENCE DISTRICTS may administer Grade
11 Science on Day 1, Day 2, Day 3, Day 4, or Day
5. This must be a DISTRICT (not a
school-by-school) decision. Both 75-minute
sessions must be administered on the same day.
Each district must notify the FDOE of the
selected Grade 11 Science administration days.
Note All Pasco high schools will administer
Grade 11 Science on Thursday, March 12th.

Whats New for the 2009 FCAT
  • Recycling
  • Several new references to recycling appear in the
    200809 test administration manuals.
  • FDOE encourages schools and districts to consider
    recycling manuals and other non-secure ancillary
    materials after scores have been reported.
  • Any references to recycling materials should not
    be interpreted as permission to reuse them (e.g.,
    planning sheets, math reference sheets, periodic
    tables).

  • NO NRT Administration
  • NO Computer-based Reading and Mathematics RETAKE
  • Writing (Grades 4, 8, and 10)
  • Test group codes will not be used for this FCAT
    Writing administration.
  • No multiple-choice items for any grade level.
  • All grade levels will use an unsealed four-page
    writing folder that contains a writing prompt and
    2 lined pages for students to record their
    responses.
  • Planning sheets are separate handouts from the
    writing folders (no longer perforated pages
    inside the test document). Planning sheets are
    considered secure materials and should be
    collected after testing.
  • Due to legislative changes, earning a passing
    score on the Grade 10 FCAT Writing will not be
    required for graduation with a standard high
    school diploma.

  • Reading, Mathematics, and Science
  • Test group codes will now be used for ALL grades,
    including Grades 3 and 4.
  • Grades 4, 8, and 10 Reading tests contain items
    that have no test questions and instruct students
    to leave the answer boxes for those items blank.
  • Scripts for these tests include updated language
    to help students anticipate and understand these
    items.
  • PreID Labels for Reading and Mathematics RETAKE
  • One set for Reading Retake and another set for
    Mathematics Retake
  • No subject designation on the labels
  • Be sure to affix the label to the subject test
    that the student is scheduled to take.
  • If a label is affixed to a subject test that a
    student is not scheduled to take, the book
    cannot be used and must be returned with all
    other NOT TO BE SCORED materials. Do not remove
    the label. Grid PreID information on a
    replacement test and answer book.

Reminders for the 2009 FCAT
  • Districts/schools are required to adhere to the
    daily testing schedule, unless a request for a
    change was made by the district and approved by
    the FDOE.
  • Test administrators are required to use ALL of
    the allotted time in each test session and should
    not end a session early.
  • A student with the accommodation of extra time
    must complete one session before continuing to
    the next session.
  • If a student starts a test and leaves school
    without finishing (for an appointment, illness,
    etc.), he/she will NOT be allowed to complete the
    test.
  • No exceptions will be made once the student
    leaves the schools campus therefore, if you
    have concerns about a student, you should not
    allow the student to begin.
  • Instead, consider administering the test on one
    of the make-up days.

Reminders for the 2009 FCAT
  • Students may not have any electronic or recording
    devices at their desks, clipped to their belts,
    in their pockets, or anywhere they can reach them
    during testing, even if the devices are turned
    off or the students do not use them.
  • If a student is found to be in possession of ANY
    electronic device(s) during testing, his or her
    test must be invalidated in order to successfully
    enforce this policy.
  • Inappropriate actions by school or district
    personnel before, during, or after test
    administration may result in consequences such as
    test invalidations and/or loss of teaching
    certification.
  • Please carefully read the Test Security Policies
    and Procedures to ensure that you are following
    the correct procedures.
  • District assessment coordinators must require
    that school administrators, school assessment
    coordinators, test administrators, and proctors
    sign an FCAT Administration and Security
    Agreement.

  • Large Print and/or Braille Materials
  • Districts and schools may not transcribe student
    responses from large print and braille documents
    into regular print answer documents, unless the
    materials are defective.
  • Student responses will be transcribed by
    contractor staff.
  • District/school personnel will continue to be
    responsible for some transcription, as described
    in Appendix A of each test administration manual.
  • Students using large print materials must record
    answers in large print documents.
  • If a test administrator records a students
    response (i.e., flexible responding), he or she
    must record directly into the large print
    document.

Preidentified Student Answer Documents
  • Verify that the student is still enrolled and
    will be tested.
  • PreID Roster should be verified against the
    schools student information database.
  • Five elements MUST be correct on a student PreID
    label for Grades 4, 8, and 10 Writing, Grades
    3-10 Reading and Mathematics, and Grades 5, 8,
    and 11 Science
  • Student last name
  • Student ID number
  • District number
  • School number
  • Grade level
  • Four elements MUST be correct on a student PreID
    label for RETAKE
  • Student last name
  • Student ID number

  • School number
  • The PreID Roster includes the complete Social
    Security Number (SSN) or Florida Student Number
    for each preidentified student.
  • Even though the same file was used to create both
    the PreID Rosters and the student PreID labels,
    only the last four digits of the SSN preceded by
    five Xs and followed by one X (XXXXX7884X) are
    printed on the labels.
  • You are NOT required to grid the missing numbers
    of an SSN.

Test Invalidation Policies and Procedures
  • The document is defective.
  • A student last name, student ID number, district
    number, school number, OR grade level on a label
    is INCORRECT.
  • A label has been placed over another label or
    preprinted information.
  • The student has an electronic device during
    testing.
  • The student is disruptive or is caught cheating
    during testing.
  • Grid only the DNS bubble for the appropriate
    test.
  • Test administrator must discuss the situation
    with the school assessment coordinator before a
    final invalidation decision is made.

The appropriate DNS bubble MUST be gridded on a
USED document if

  • The appropriate DNS Bubble MAY be gridded if
  • A student becomes ill and is unable to finish, OR
    is not allowed the correct amount of time.
  • Consideration Was the student provided adequate
    time to respond to the test questions or prompt?
  • Yes submit the document for scoring
  • No invalidate that test on the document and
    handle it accordingly
  • If the validity of the test has not been
    compromised, you may allow a student to return to
    the testing room during the same school day for
    the remainder of time left for the test.

It is not necessary to invalidate UNUSED
documents if they are packaged with NOT TO BE
SCORED materials.

for each testing room
  • Students assigned to the room - provide Student
    Name and Student ID Number
  • Attendance Information Present, Present but
    Invalidated, Absent, Withdrawn
  • Test Group Code (RMS only)
  • Unique Security Numbers of the Secure Documents
    Assigned to Each Student

Testing Location Considerations
  • Use classrooms whenever possible.
  • Make sure that each room is free of distractions
    and has
  • Comfortable seating
  • Good lighting
  • Adequate ventilation
  • Avoid testing in a cafeteria, gymnasium,
    auditorium, or library whenever possible.
  • Make sure that
  • students are not facing each other if seated at
    tables
  • students are not in seating that allows them to
    view other students answers
  • there is sufficient space (at least three feet)
    between students
  • Remove or cover all visual aids on student desks
    and in the room, such as posters showing
    mathematical and scientific concepts.

Supervise Test Administration
  • During testing, ensure that students
  • clear their desks of all materials except the
    appropriate test materials
  • use only No. 2 pencils
  • do not have books, notes, scratch paper, or
    electronic devices of any kind even if they do
    not use them
  • do not talk or make any disturbance
  • work independently
  • work in the correct session and record their
    answers in the appropriate area
  • Do NOT
  • talk with students about any test item
  • help students answer any test item
  • check through books
  • return books to students after they have been
    collected
  • discuss test items or answers with students even
    after all test materials have been returned and
    testing has been completed

Steps for Returning Test Materials to the School
Assessment Coordinator
  • Verify that you have collected all required
    administration information.
  • Verify that your Security Log has been completed
    correctly.
  • Remove any stray planning sheets (W) or reference
    sheets (RMS) and return them to the school
    assessment coordinator.
  • Check student grid sheets to ensure the
    following
  • No stray marks are in the preidentified/security
    number area or on or near the registration marks
  • No stray marks or writing appear outside
    designated areas
  • Upper RIGHT corner has been completed by each
    student
  • DNS and UNDO bubbles are accurate
  • Group materials using the cover sheets in
    Appendix C and then organize the materials.
  • Return materials to the school assessment
    coordinator.
  • Complete the online Test Administrator Comment
    Form at www.ctb.com/fcat

Prepare Your Schools TO BE SCORED Answer
Documents for Return
  • Complete the appropriate Document Count Form for
    each document type/grade level.
  • Verify that you have included all documents from
    make-up sessions before you complete each form.
  • Place each completed Document Count Form on top
    of the first stack of corresponding TO BE SCORED
    answer documents.
  • Complete only one Answer Document Return Summary
    for your school.
  • Transfer the information from each Document Count
    Form to the Answer Document Return Summary.

Large Print (LP) and Braille (BR)Instructions
for Completing Student Grid Sheets
  • IMPORTANT DISTINCTION
  • For LP users, the student grid sheet on the front
    cover of the large print answer document must be
    completed.
  • For BR users, the student grid sheet of the
    regular print answer document must be completed
    and included in each student's return envelope.
  • Complete each students grid sheet in one of the
    following ways
  • Affix the students verified PreID label to the
    label area on the APPROPRIATE grid sheet.
  • For LP, use the preprinted answer sheet as a
    reference only to complete the large print
    student grid sheet.
  • For BR, use the preprinted answer sheet after
    verifying its accuracy.
  • Grid the APPROPRIATE student grid sheet by hand.

  • Verify the return of all secure materials.
  • Make copies of and file the following

    level/document type of each student.
