SCQF Vocabulary Level
  • Learning opportunities are described in terms of
    Level
  • There are 12 levels covering the whole spectrum
    of learning, each describing the intention of the
    learning opportunity
  • Levels allow for comparability (not equivalence
    or interchangability) of learning opportunities
  • Those with responsibility for delivering learning
    opportunities in Scotland should use SCQF as a
    basis for developing and describing that
    provision

SCQF Vocabulary Credit
  • Learning outcomes are described in terms of
    credit
  • Credit allows for value or currency to be
    accorded to the learning outcomes achieved
    through the learning opportunity
  • The award of credit credit rating can only be
    done through organisations deemed capable of
    doing souniversities, SQA and FE collegesas
    robust quality assurance and reliable and valid
    methods of assessment are needed in order to
    award credit

SCQF Vocabulary Credit Transfer
  • The allocation of credit points to the outcomes
    of a particular programme establishes their
    relationship to a level in the SCQF.
  • They can therefore be transferred to other
    programmes at that level.
  • This does not imply, however, that they can be
    transferred automatically to another programme.
  • The organisation providing the programme will
    always make the final decision on the allocation
    of specific credit.

  • The SCQF by credit-rating and levelling
    learning opportunities, will help everyone in
    Scotland reach their full potential by
  • Signposting progression routes
  • Avoiding unnecessary repetition of learning

  • To assist people of all ages and circumstances to
    access appropriate education and training over
    their lifetime to fulfil their personal, social
    and economic potential
  • To enable employers, learners and the public in
    general to understand the full range of Scottish
    qualifications, how they relate to each other and
    how different types of qualifications and
    learning opportunities can contribute to
    improving the skills of the workforce

  • Development period
  • Conceived in 1997 in the Garrick Report
  • 4 year gestation period, launched in 2001
  • Nurtured until weaned in 2003
  • Implementation period
  • 2003-6 implementation plan
  • Evaluation/Future development period
  • 2005 onwards

SCQF Background
  • Originally SQA, Universities Scotland, QAA
    (Scotland) and the Scottish Executive (Enterprise
    and Lifelong Learning Dept.)
  • Now, the Joint Advisory Committee includes
    membership of other key Scottish organisations
    from which an Implementation Group has been
    drawn.
  • Today there are also SCQF post holders within
    major employers in Scotland to lead on the
    implementation of the SCQF within their sector,
    for example
  • higher education
  • further education
  • social services
  • community and learning development
  • health

SCQF Some General Scope and Limits
  • It is not a regulatory framework, but a
    descriptive framework it facilitates the
    awarding of credit and supports credit transfer
    and progression routes within the Scottish
    system.
  • It seeks to help everyone involved in education
    and training in Scotland to make comparisons
    between qualifications and learning opportunities
    offered throughout Scotland (including in the
    NHS) by understanding how they relate to each
    other.
