- The Get It Right Plan demonstrates GSAs
strong commitment to ensuring the proper use of
GSA contracting vehicles and services in order to
be in full compliance with Federal Acquisition
Regulations (FAR) and best practices. The Get
It Right Plan will improve the federal
acquisition process, thereby allowing agencies to
obtain best value when acquiring products and
services needed to accomplish their missions. - Â

- From the smallest of regional offices to our
national headquarters, GSA takes seriously the

effective acquisition process, while ensuring
full and open competition, and instilling
integrity and transparency in the use of GSA
contracting vehicles. - Make acquisition policies, regulations and
procedures clear and explicit. - Improve education/training of the federal
acquisition workforce on the proper use of GSA
contracting vehicles and services.

posted on GSA Web site.

- Town Hall meetings held in each region with
senior GSA leadership and GSA contracting
officers to communicate and emphasize the Get It
Right Plan. - Get It Right Plan distributed by Administrator

- GSAs Office of Chief Acquisition Officer will
- Work with the GSA management team to coordinate
the preparation of GSA-wide quarterly reports on
the agencys performance metrics in order to
indicate the level of success being achieved in
implementing the Get It Right Plan and in
achieving the desired results. First report due
09/30/04. - Conduct its first Quarterly Performance Review of
the Get It Right Plan and its implementation
progress on 08/18/04.

for achievement of socio-economic goals and the

comment and possible amendment in the FAR.

- 3. Improve education/training of the federal
acquisition workforce on the proper use of GSA
contracting vehicles and services. - Promote good pre-award acquisition planning,
which is the best practice to maximize overall
effectiveness in obtaining best value in a timely
manner. In process. A random sample of GSA
acquisition plans is being reviewed monthly and
best practices shared.

- Identify the largest users of GSA contracting
vehicles and services, including the top 100
users at DoD, and provide them with direct
training tailored to their needs. - Provide training on proper use of GSA contracting
vehicles and services through the FSS Center for
Acquisition Excellence, Federal Acquisition
Institute, Defense Acquisition University, Chief
Acquisition Officers Council and other
appropriate forums.

- Assess competency and skill levels of associates
and identify training needed to close any
deficiencies identified. The GSAs Applied
Learning Center is under contract and first
assessments are due 10/13/04.

- 4. Ensure compliance with federal acquisition
policies, regulations and procedures.

Chief Acquisition Officer, reporting directly to
the GSA Administrator. This office works with
the management teams of each GSA contracting
office to drive improvements to the federal
acquisition process and ensure full compliance
with policies and regulations. In process.

- GSA management will conduct internal reviews,
including the establishment of GSA-wide
Procurement Management Review (PMR) program to
review all GSA contracting offices on a regular
basis. - 05/24/04 FTS began PMRs for all regional
offices. - GSA-wide milestone plan and resource requirements
being developed. - 07/26/04 FSS completed draft PMR review of
Special Order Program task orders and contracts
issued from 10/01/02 to 09/30/03.

Right Plan?
- GSA management at FTS contracted with
BearingPoint to conduct an independent review of
management controls for the FTS Customer Service
Centers (CSCs). In process. Final report due
09/30/04. - Policy guidance was issued at FTS implementing
additional pre-award legal review requirements to
assure compliance with all applicable laws,
regulations and other requirements. For example,
legal concurrence is required for new contract
awards over 5 million. In process, 10/01/03 and
ongoing.

- GSAs Inspector General (IG) will continue audits
of all FTS CSCs to determine that appropriate
policies, processes and management controls are
put in place and that other remedial actions
recommended in previous IG audits are being taken
and are yielding desired compliance. First cycle
of IG audits for all FTS CSCs nationwide to be
completed by 09/30/04 the cycle of IG audits
will be ongoing.

- GSAs IG will review corrective actions with
DoDs IG to demonstrate that appropriate
policies, processes and management controls are
in place to prevent reoccurrence of undetected
non-compliance on DoD acquisitions. In process
and ongoing. - GSA will provide other agencies with a
self-assessment tool they can use to determine
their compliance when using GSA contracting
vehicles. In process. FSS self-assessment tool
for Multiple Award Schedules available 10/04.

- GSA will provide other agencies with a service to
review post-award orders placed against GSA
contracting vehicles to determine if the agencies
are using the vehicle properly and to provide
feedback, including the identification of
training needs. In process. First reviews of
random samples conducted 07/04.

- 5. Communicate with the acquisition community,
including agencies, industry partners, Office of
Management and Budget (OMB), Congress, and other
stakeholders, regarding the use of GSA
contracting vehicles and services. - Provide periodic briefings for OMB and
Congressional committees on progress achieved on
the Get It Right action plan items.

- GSAs Media Communications Plan will include
media events, news releases and other means of
achieving general communication. Media event
held on 07/13/04 with GSA and DoD. - Media interviews with the Chief Acquisition

Oversight Committees held. - CAO Web page developed on GSA.gov.
- Ask Acquisition e-mail account established to
easily and quickly troubleshoot acquisition
issues.

performance one of his top priorities. The Get
It Right Plan is a major step toward achieving
excellence in the performance results of the
federal acquisition process.

- The efficient and effective operation of the
federal acquisition process is critical to the
performance of each agency of our federal
government and, therefore, critical to our
nation. The Get It Right Plan calls upon every
person who is a part of the federal acquisition
community to focus on proper use of GSA
contracting vehicles and to improve the overall
performance of the federal acquisition process.

Essential
- The acquisition officials at GSA and throughout
government must take seriously our roles and
responsibilities in order to achieve excellence
in the federal acquisition process. We must take
seriously the trust placed in us by federal
agencies that rely on our acquisition expertise
to obtain best value. We must fulfill our
missions while complying with federal acquisition
policies and regulations that promote full and
open competition. We must adhere to the high
principles of ethics and integrity. We must take
seriously our professionalism and our
accountability to our customer agencies, OMB,
Congress and, most importantly, to the American
taxpayers. The Get It Right Plan is designed
to assist the acquisition community in achieving
these results.
