3 Thematic Networks
Main features of Thematic Networks
- At least 7 key stakholders (legal entities) from
7 different Member States or associated
countries. Network must be open. Indicative
duration 18-36 months. EC contribution 300-500
K/network funded through lumpsums. - The goal is to bring together relevant
stakeholders, expertise and facilities to support
the implementation of Information Society
policies using ICT - The work of the Thematic Networks should be
focused on developing new policy implementation
schemes through working groups, workshops and
exchanges of good practices. - Examples preparation of future pilot activities,
replication of innovative solutions, development
of common cross border strategies. - The network should provide guidance for
ICT-enabled solutions and their roll-out and will
highlight the remaining obstacles to be overcome. - The outcomes of Thematic Networks must have clear
and measurable objectives, and the results shall
be in the public domain. - Proposals will be evaluated against the published
evaluation criteria. One or more proposals will
be selected on quality for each Thematic Network
defined in the work programme.
4Evaluation of Proposals
The evaluation of proposals will be based on the
principles of transparency and of equal
treatment. It will be carried out by the
Commission with the assistance of independent
experts.

4.1 Sharing experience on ICT Initiatives for
SMEs
Thematic Networks
- Thematic Networks will ensure the wider uptake
and best use of ICT in businesses, and
particularly SMEs. They will help establish a
platform bringing together major stakeholders to
identify, share and raise awareness of best
practices, with due attention to adaptation to
local needs/conditions. They will address
training elements, help co-ordinate the
development of specific approaches and standards
and provide guidance for solution and their
implementation. - Up to four Thematic Networks will be funded, two
for each of the following work programme
sub-objectives

Improving SMEs business environment through
partnership building and the development of
business ecosystems
Thematic Networks
- RATIONALE behind the Objective 4.1-a Thematic
Networks - Digital Ecosystem Infrastructure enabling the
composition of customised ICT solutions from
generic components, to enable the economic
development of SME clusters. This emerging and
evolving paradigm is being adopted by industries
and decision-makers in various regions in Europe,
in different forms and interpretations, for
deploying services for SMEs, based on the open
source Digital Ecosystem infrastructure already
publicly available from FP6 projects. - For customised ICT solutions to be composed in
response to SME needs, the ecosystem needs to be
populated by generic digital components.
Component supply is driven by both market forces
and public administrations or regional demand.
But wide-scale ICT adoption by SMEs
necessitates addressing a number of complex
issues, such as coordination with regional
policies, launching concerted actions at
different level of subsidiarity, attracting and
involving a critical mass of SMEs using
appropriate instruments. - Thematic Networks are hence needed to define and
carry out strategies for implementing Digital
Ecosystem regional pilots, and are called for
under objective 4.1-a.
7 Objective 4.1-a
Improving SMEs business environment through
partnership building and the development of
business ecosystems
Thematic Networks
- AIMS of the Thematic Networks under objective
4.1-a - By addressing ICT adoption at European level, the
Thematic Networks will help to promote the
sharing of experiences (and risks) on ICT
adoption among European regions, to promote
interoperability of ICT solutions and business
processes across Europe, to fight market
fragmentation for SMEs and to promote a culture
of technological innovation. - Up to two thematic networks will be supported
under objective 4.1-a, for European regions
wishing to prepare the deployment of digital
business ecosystems to work together with the
regions already experimenting such ecosystems.
They will help businesses, in particular SMEs, to
improve operations at local level and also to
develop their capacity to work in partnerships
and for various customers across Europe. - The network should primarily target
catalysts/facilitators such as regional
governments, public bodies, regional agencies and
non-profit bodies whose mission includes support
for SMEs, local development, innovation and
capacity building. The consortium should include
at least two regional digital business ecosystems
pilots with previous experience of local
