• 4. Consequently, we must develop a way to control
  the effects of factions (A24-A25).
• How? Majority must be rendered by their number
  and local situation unable to concert and carry
  into effect schemes of oppression.
• 5. In turn, how is this done?
• This is accomplished through a relatively large
  republic that uses a system of territorial
  representation (A25-A26). Pure (unmixed)
  democracy is rejected.
• 6. Result refinement and enlargement of
  public views, in the direction of the common good
  (A25-A27).
