Title: DSOC Program Review

1
DSOC Program Review
  • Human Systems Integration
  • Task Force
  • Major General Tom Travis, Chair
  • Col Lex Brown, Deputy Chair
  • April 23, 2009

2
HSI Task Force Approach
  • HSITF Chair Maj Gen Tom Travis
  • Task Force Charter Reduce mishaps by applying
    evidence-based strategies derived through the
    Human Systems Integration (HSI) process.
  • Working Groups (WG)
  • HSI Policy and Guidance LTC Robert Wildzunas
    (Army)
  • Provide DoD HSI policy and guidance
recommendations to the DSOC that will enhance
    safety and operational effectiveness.
  • Operational HSI Dr. Nita Miller (Navy)
  • Develop an architecture incorporating the
principles of HSI to support safety while
    maintaining operational effectiveness.
  • Human Performance Lt Col Valerie Martindale
    (Air Force)
  • Apply HSI process in measuring, enlarging, and
optimizing use of the human performance envelope
in context of the total system.

3
HSI TF Path Forward
  • Inaugural meeting of HSITF and Working Groups in
    Monterey, CA 1-2 April 09.
  • Finalized WG charters, described WG processes,
    and identified initial problem sets.
  • Quarterly WG meetings
  • Internet Blackboard for WG interfaces
  • Coordinate with other DSOC Task Forces and DoD
    HSI offices

Gravity Suits to Prevent Gravity Induced Loss of
Consciousness (GLOC) HSI TF (DSOC Year 3 -
FY2007) POC LTC Michael Simmons, Air Combat
Command (Michael.Simmons_at_langley.af.mil)
  • Objectives
  • Conduct side-by-side operational evaluation
testing of the two types of Commercial off the
Shelf (COTS) anti-gravity full coverage suits to
    determine effectiveness for increased protection,
performance and endurance for the aviator over
the existing GSU-13B/P anti-gravity suit and
decrease the chances of aircraft/life loss due to
Gravity Induced Loss of Consciousness (GLOC).
  • Justification
  • Aircraft safety data from May 1993- April 2008
    indicate 12 Class A, one Class C and 68 Class E
    GLOC episodes in fighter aircraft.
  • Mishap reports highlight the fact that aircrew
are still experiencing GLOC despite increased
    emphasis on aircrew fitness, hydration,
nutrition, sleep, rest, and anti-G straining
    maneuvers.
  • Anticipated ROI
  • Potential decrease in the number and severity of
    mishaps involving GLOC.
  • Next Steps
  • Conduct testing using F-15A-D and F-16s.
  • Complete G-Suit Surveys
  • Analyze test data and report results
  • ACC to report results to HSI TF and DSOC
  • Approach
  • Procure, manufacture and ship anti-Gravity Suits
for comparative testing (RFD Beaufort and Mustang
    Survival)
  • Develop the survey that will be administered to
pilots and others to help determine how the two
    suits performed during the testing
  • Conduct comparative operational tests in F-15A-D
    and F-16s
  • Collect and analyze survey results, determine
    pilot acceptability, aircraft integration, suit
function, and other key performance parameters.
  • Brief results to the Human Systems Integration
    (HSI) Task Force and DSOC
  • Recent Accomplishments
  • Suit procurement completed
  • All RFD Beaufort suits shipped to ACC final
Mustang Survival Suits to be shipped by mid-April
  • Air Combat Command (ACC) is finalizing the
    operational test plan
