STFC Safety, Health and Environment (SHE) Codes
  • SHE communication is an area the STFC needs to
    improve and provide a simple demonstration of
    effective safety management e-mails alone
    are not enough.
  • Simple presentations are available for all Codes
    and should be used by STFC Managers at all levels
    to cascade the key messages to all staff and
    contractors.

SHE Improvement Planning
  • A SHE improvement plan has been written for the
    Department.
  • Plan on how maintain and improve our department
    with respect to Health and Safety.
  • Will be added to the Departmental Health and
    Safety page, and will be updated.
  • It is a live document and will be updated to
    reflect the type of work carried out by the
    Department.
  • SHE Improvement plans to establish relevant input
    and output measures and the SMART plans to
    maintain or improve them.

SHE Improvement Planning
  • Read the part of the Code relevant to you
  • As Managers - understand the Department SHE plans
    and how you/your team can support them
  • As employees - consider what you can do to
    maintain or improve some aspect of your teams
    safety, health or environmental performance
  • Consider the Department plan when writing
    objectives during APRs
  • encourage all staff to consider how they can help
    deliver better SHE performance.

Work in Confined spaces
  • This code addresses issues raised by the Confined
    Spaces Regulations 1997.
  • On average 15 people a year killed in a confined
    space at work many did not receive proper
    training and equipment
  • Every effort must be made to avoid entry into a
    confined space.
  • Where it cannot be avoided a risk assessment must
    be carried out.
  • This code establishes
  • clear guidance for planning work in confined
    spaces
  • ensures that work in confined spaces is only
    carried out under a written safe system of work
    and by trained personnel.
  • introduces a the Permit to Work in Confined
    Spaces pro forma and defines training necessary
    for authorised issuers

Work at Height SHE Code
  • This code addresses issues raised by the Work at
    Height Regulations 2005.
  • Falls from height are the biggest cause of
    workplace death in the UK and one of the main
    causes of major injuries
  • In 2005/06 falls from height accounted for 46
    fatal accidents at work and nearly 4000 major
    injuries.
  • Work at height is NO longer confined to
    situations where people may fall over 2m
  • the new regulations recognise that significant
    injuries may, and have resulted from falls of
    less than 2m
  • This code establishes
  • clear guidance for work at height and the use of
    ladders
  • ensures that avoidance is considered as a first
    option
  • ensures that work at height is part of the
    standard Risk Assessment process for any job or
    task
  • introduces a Permit System for Work on Roofs

Key points
  • Read that part of the Code relevant to you.
  • Always consider alternatives to work at height.
  • If it cannot be avoided then carry out a Risk
    Assessment.
  • Consider people who may pass close to the work
    area not just the people carrying out the work.
  • Ensure that suitable Personal Protective
    Equipment is provided harnesses, hard hats
  • Check that your contractors are complying with
    this code through there Method Statements (e.g.
    competence certification).
  • Report all incidents or near misses in SHE
    Enterprise
  • THIS CODE DOES NOT STOP YOU USING A LADDER WHERE
    IT IS THE MOST SUITABLE METHOD FOR CARRYING OUT
    THE WORK

Safety, Health and Environment Training

Why SHE Training?
  • The Health Safety at Work (etc) Act 1974
    requires all employers to provide such
    information, instruction, training and
    supervision as is necessary to ensure, so far as
    is reasonably practicable, the health and safety
    at work of their employees".
  • The knowledge and experience of staff established
    by training and instruction provides a key basis
    for assuring the safety of staff and others.
  • This code sets out the process by which the STFC
    ensures and records that staff are competent to
    undertake work within the STFC safely, without
    harming themselves, or others health and the
    environment.
  • This code equally applies to the information,
    instruction, training we provide for the safety
    of users, students, visitors, contractors,
    tenants and temporary staff.

Classes of SHE Training
  • Two classes of SHE training necessary to ensure
    competence have been established
  • General mandatory SHE training
  • Mandatory SHE training is a requirement for all
    staff. This may take the form of general
    induction training, on appointment to a new role
    or arrival at an STFC site, or when staff take on
    managerial responsibility for the safety of
    others, including contractors, facility users or
    project teams.
  • Job or hazard specific SHE training
  • Job or hazard specific training is determined by
    the role or duties an individual undertakes
    within the STFC and will be identified by you and
    your manager. This may be formal courses or On
    the Job training provided by experienced staff.

Key features
  • Sets out responsibilities for Line Managers and
    Employees to ensure mandatory SHE training is
    undertaken and that the training needs of a job
    or specific hazard are assessed by Manager and
    Employee within 4 weeks of moving to a new role.
  • The training needs of staff in roles or
    undertaking a specific activity can be helpfully
    assessed and documented using a standard Risk
    Assessment
  • Highlights the need to identify SHE training
    needs on an on-going basis - most helpfully
    during the APR process and documented in LD
    plans
  • Note to assist this process all revised SHE
    codes define the training necessary to achieve
    competence in managing a particular hazard.

    appointment and thereafter as part of the APR
    process developing LD plans.
  • As Employees have you considered what training
    you need to maintain, or improve your own
    competence, to undertake specific tasks or roles
    - to maintain your safety and the safety of your
    colleagues and others that use our
    sites/facilities.

Manual HandlingKey points
  • Minimising the risk of injury by-
  • Carrying out the task in a way that avoids the
    need for manual handling
  • Using lifting aids e.g. pallet trucks, trolleys
    or sack trucks.
  • Ensuring that all relevant information on the
    load is provided- the weight, centre of gravity,
    contents etc.
