What is the EYF?
  • A Fund set up in 1972 to provide financial
    support for European youth activities.
  • A Division in the Council of Europes Directorate
    of Youth and Sport
  • Annual budget approximately 3 million Euros
  • Some 300 projects funded per year

  • International youth meetings
  • Youth activities other than meetings
  • Administration of international non-governmental
    youth organisations and networks
  • Pilot projects

Working Priorities 2010

International youth meetings
  • contribute to the work priorities of the Council
    of Europes youth sector
  • involve at least seven member states of the
    Council of Europe
  • have a duration of at least 4 working days
  • are partially financed from other sources than
    the EYF (at least for one third of its total
    cost)
  • are attended by participants of whom at least 75
    are under the age of 30
  • be likely to have a multiplying effect.

Category A Grants

Youth activities other than meetings
  • specialised publications (such as training
    manuals)
  • newsletters or magazines produced by
    international youth organisations and networks
  • information campaigns
  • exhibitions and audio-visual materials
  • websites and CD-Roms
  • posters, badges and stickers
  • research projects on youth related issues.

Category B Grants

Administrative grants
  • International non-governmental youth
    organisations and networks can receive an annual
    grant to cover part of the administrative costs
    related to activities for which the EYF provides
    financial support.

Category C grants

Pilot projects
  • are innovative in terms of methodology for the
    target group and/or organising body
  • follow the basic educational principles of the
    Council of Europe youth sectors work
  • Can receive a maximum grant of 7,600.
  • are youth activities (by, with or for young
    people)
  • have a European dimension, either by involving
    more than one country, and/or by taking into
    consideration the European context
  • contribute to youth participation

Category D Grants

Category D priorities for 2009
  • Projects
  • presented by Georgian and/or Russian youth NGOs
    dealing with the peaceful transformation of
    conflicts, especially projects involving
    co-operation between the two countries
  • on conflict prevention and resolution, notably in
    the Causasus region
  • promoting new constructive ways of participation
    for young people to make their voices heard
  • promoting the access of young people from
    disadvantaged neighbourhoods to social rights
  • dealing with the reintegration and inclusion of
    young offenders in society
  • on the prevention of violence, and especially
    gender-based violence, through youth work.

Category D-HRE priorities for 2009
  • Projects
  • developing local strategies and initiatives for
    intercultural approaches with young people in
    highly multicultural social environments, using a
    human rights approach
  • at local or regional level developing human
    rights education and training activities with and
    for young people, presented and run by
    participants having taken part in a European,
    national or regional training course on Human
    Rights Education with young people based on
    Compass, co-organised, supported or sponsored by
    the Council of Europe.
