Legislation Overview
  • The CAN-SPAM Act of 2003, effective Jan. 1, 2004,
    targets electronic mail that uses fraudulent or
    deceptive email practices.
  • primarily focused on unsolicited pornography,
    fake business opportunities or body enhancements
  • bans false or misleading header information
  • prohibits deceptive subject lines

Legislation Overview
  • Commercial email that is sent by a legitimate
    organization must be CAN-SPAM compliant.
  • Commercial email is defined as any electronic
    mail message the primary purpose of which is the
    commercial advertisement or promotion of a
    commercial product or service.
  • electronic newsletters or announcements that
    publicize or sponsor an event with an associated
    fee or cost
  • emails that are received by a non-paying
    subscriber (i.e., not a SWE member) to a SWE
    electronic mailing list

Legislation Overview
  • Transactional or relational electronic mail
    is not subject to the requirements of the
    CAN-SPAM Act.
  • Relational email is defined by a message the
    primary purpose of which isto deliver goods or
    servicesthat the recipient is entitled to
    receive under the terms of a transaction that the
    recipient has previously agreed to enter into
    with the sender.
  • any message received by a dues-paying member of
    SWE that provides information about the goods and
    services of membership

Areas of Concern for SWE
  • Any email coming from SWE Regions, Sections or HQ
    that does not comply with the requirements of the
    CAN-SPAM Act can be fined 100 - 250 per
    violation up to 2 million!
  • Emails that are received by non-members on a SWE
    mailing list that advertise a fee-based event are
    subject to regulation.
  • Compliance is mandatory.
  • No exceptions are granted by the Federal Trade
    Commission for non-profit organizations.

How to Comply
  • Clear and conspicuous identification that the
    message is an advertisement or solicitation.
  • Commercial email is identified as an
    advertisement.
  • Include a valid postal address of the sender.
  • A post office box is sufficient.

    their members
  • For the next 3 fiscal years 5000 will be awarded
    to the region with the most outstanding region
    conference session(45-75 minute time slot),
    program or event on a predetermined select topic

  • Is your section looking for an outreach event
    that will really energize girls?
  • Do you need help in organizing your first
    outreach event?
  • Or, are you looking for a new approach for EWeek,
    Introduce a Girl to Engineering, after-school
    programs, or summer camps?
  • And, wouldnt it be wonderful if all the expenses
    and logistics were handled by someone else
  • so that you could focus on connecting with the
    girls?

Wow! Thats Engineering? 2007
  • Three SWE sections will be selected to host
    high-visibility Wow! Thats Engineering? events
    to be conducted in 2007.
  • Through the continued sponsorship of IBM, SWE HQ
    is building upon our pilot events that were
    conducted earlier this year (as Develop, Design,
    DiscoverWomen Innovating with Technology) to
    partner with three sections.

What is it?
  • Motivational keynote speaker
  • Several hands-on activities or projects, designed
    for girls aged 12 - 17
  • Take-away goodie bag containing resource
    materials and small, fun gifts
  • Panel presentation for parents
  • Engineer-Ware demonstrations (products, gadgets,
    technology supplied by the local volunteers)
  • Time Approximately 2 ½ hours in length.
  • When Anytime! Saturdays, after-school, early
    evenings, summer, school-vacations
  • SWE HQ provides logistics and funding for these
    national events

Bylaw Amendments
  • Proposal 1 Nominating Committee Chair Election
    ?? To amend Article IV. Section 6C as
  • follows The chair of the nominating committee
    shall be a nonvoting member of the committee
  • selected annually to serve for the next fiscal
    year by the regional representatives on the
    committee.
  • Candidates for chair must have recent service on
    the nominating committee and may be members of
  • the committee at the time of selection. The chair
    may not serve concurrently as a regional
  • representative on the committee. The chair may be
    reselected to only one additional consecutive
  • term as chair and shall not be eligible to serve
    as a regional representative to the nominating
  • committee for at least one year after serving as
    chair.
  • Proposal 2 Consequential Amendments related to
    Proposal 1 ?? To amend Article IV. Section 2.A.8
    as follows Advise the president on the
    appointment of committee chairs, except the chair
    of the nominating committee, with the authority
    to approve or deny such appointments.

    Appoint the chairs of Society committees, except
    the
  • chair of the nominating committee, subject to the
    approval of the board of directors

  • Proposal 3 Nominating Committee Member Terms ??
    To revise Article IV, Section 6.B as
  • follows The nominating committee shall be
    composed of one voting member from each region,
  • elected in accordance with region bylaws, to
    serve for a period of two fiscal years. Terms
    shall be
  • staggered so that approximately half of the
    members of the committee are elected each year,
    during
  • the year in which their region is not holding an
    election for region governor. Members of the
  • nominating committee may not succeed themselves
    as regional representatives but may serve up to
  • two additional years as chair of the committee.
  • Proposal 4 Deputy Director of Regions ?? To
    amend Article IV, Section 2.B. Add Article IV,
  • Section 3.D and and re-label Sections 3.E and 3.F
    as follows C. Director of Regions 1. The
    director
  • of regions shall a e remain the same. 2. A
    deputy director of regions shall be elected to

    the director of regions of the region governors.

    documentation required for chartering a new
