Role of RCC

• Upon a Participants request, the RCC provides an
  independent review of the WSCC staffs initial
  determination of non-compliance.
• (The RCC judges compliance against the
  reliability standards of the WSCC Reliability
  Criteria Agreement. The RCC does not debate the
  appropriateness of the criteria.)
• RCCs review is based solely on the WSCC staff
  report and Participant information.
• The RCC will sustain the initial determination or
  substitute its own judgment regarding compliance.
• The RCC periodically reviews the Reliability
  Management System and makes modification
  recommendations to WSCC Board of Trustees.
