• COSCAP Programme In the world.
• Implemented by ICAO in 1998
• Since 2000, 11 COSCAP have been implemented in
  the world in more than seventy (70) countries
• Asia 22 member States (COSCAP-SA, COSCAP-NA,
  COSCAP-SEA)

• Concept of three COSCAP Projects in WC Africa
  was adopted by a Council of Ministers

• Decision n13/2005/CM/UEMOA adopted the common
  mecanism of safety oversight in the member
  States.

• a co-operative agreement between Participant
  States
• managed by a Project Steering Committee
• Implemented by ICAO Technical Co-operation Bureau
  (TCB) through an trust fund
• Funded by the Participant States (UEMOA) with
  additional contributions from donors

COSCAP-UEMOAGoals

• Harmonize the regulations and procedures in
  accordance with the norms and practices
  recommended by OACI
• To enhance capacity of CAAs members by providing
  theoretical and on-the-job training to National
  Inspectors
• To provide air operator certification and
  surveillance tasks on behalf of CAAs
• To facilitate a coordinated approach to share
  technical expertise

• To address specific issues and deficiencies
  pointed out in the ICAO audit reports of
  participant states
• To establish a Regional Aviation Safety Team
  (RAST)
• To establish an aerodrome inspection and
  certification program and
• To serve as a pilot project for the establishment
  of a permanent aviation safety oversight Agency.

• The benefits of a regional co-operative approach

  benefits go to the maximum number of States
• COSCAP mechanism has proven to be cost effective.
