    the world in more than seventy (70) countries

  • Decision n13/2005/CM/UEMOA adopted the common
    mecanism of safety oversight in the member
    States.

  • Implemented by ICAO Technical Co-operation Bureau
    (TCB) through an trust fund
  • Funded by the Participant States (UEMOA) with

COSCAP-UEMOAGoals
  • Harmonize the regulations and procedures in
    accordance with the norms and practices
    recommended by OACI
  • To enhance capacity of CAAs members by providing
    theoretical and on-the-job training to National
    Inspectors
  • To provide air operator certification and
    surveillance tasks on behalf of CAAs
  • To facilitate a coordinated approach to share
    technical expertise

  • To address specific issues and deficiencies
    pointed out in the ICAO audit reports of
    participant states
  • To establish a Regional Aviation Safety Team
    (RAST)
  • To establish an aerodrome inspection and
    certification program and

    of a permanent aviation safety oversight Agency.

  • The benefits of a regional co-operative approach

  • Donor support program such as COSCAP where the
    benefits go to the maximum number of States
  • COSCAP mechanism has proven to be cost effective.

  • COSCAP has proven to be a viable, practical and
    efficient approach to enhance the safety and
    efficiency of air transport.
