Objectives
  • Understand how MABAS 10 procedures are
    implemented at incidents
  • Determine how local procedures transition into a
    Division 10 incident

Prior to Box Alarm
  • Department procedures dictate operation
  • Should all model Division 10 operations to easy
    transition
  • Local I/C will remain I/C

Incident Command System
  • Use of ICS is required at all Box Alarms
  • Single Incident Commander
  • Command General Staff
  • Use of areas that are necessary for safe incident
    operations
  • Local system supported by Division 10 resources
  • Command Van support personnel

IMAT Assignments
  • All positions assigned by D10 by qualifications
  • Incident Safety Officer (ISO)
  • Safety Section Officer (SSO)
  • Plans Section Chief (PLANS)
  • RIT Officer (RITO)
  • Rehab Group Leader (REHAB)
  • Staging Officer (STAGING)

Requesting a Box Alarm
  • Request box alarm with following information
  • Dept or I/C Designation / Box Alarm
  • Location of incident
  • Level/type of alarm requested
  • Staging area
  • Special instructions for dispatch or response
  • Trucks only, enter from the North, etc.

Responding to a Box Alarm-Communication
Procedures
  • Communicate with Division 10 on IFERN
  • CQ shall respond to their assignment remain on
    IFERN until otherwise instructed
  • Emergency vs. non-emergency response to a CQ is
    an individual department decision See Policy
  • Will be assigned to operate on stricken
    departments MAIN channel
  • Companies due to the scene remain on IFERN until
    arrival in staging
  • Switch to Assigned Fireground Channel after
    assignment

Enroute to the Scene
  • Monitor radio communications
  • Avoid use of air horns close to scene
  • Confusion over evacuation signal

Arriving on the Scene
  • Report to Staging area designated by I/C or
    dispatch
  • Communications compatibility
  • Operational review
  • Remain together
  • Prepare for assignment
  • Remain on IFERN until assigned
  • Monitor the Primary fireground
  • Check PASSPORTS for all crew members
  • Driver name upside down if staying with unit

Receiving an Assignment Enroute
  • Communication switch to Fireground channel after
    assignment
  • Verify with MABAS on IFERN
  • Proceed to assignment
  • Follow fireground operations procedures

Going to Work
  • Report to division or group assigned
  • Operate as a team at all times
  • Work within the command structure
  • No freelancing

Safety Accountability
  • Risk assessment of incident performed at all
    times
  • Resources must always exceed the need
  • PASSPORTS should be given to division officer
  • Point of entry if no division
  • PAR confirms accountability
  • Designated intervals
  • Most threatened first
  • Emergency situations

RIT Assignment
  • Bypass STAGING and report to incident area
  • ENTIRE COMPANY assemble standard equipment
    inventory and position at primary access point
  • Complete RIT size-up
  • Take preventive corrective actions
  • Monitor radio and anticipate needs
  • Primary assignment to D10 departments

Communications
  • Primary fireground channel will be designated by
    I/C
  • Multiple channels are available
  • Routine Emergency MAYDAY
  • Secondary incidents

Emergency Procedures
  • Evacuation signal
  • 10 seconds of stuttered airhorn blasts x 3 sets
    by designated units nearest incident
  • PAR by all threatened companies immediately after
    retreat to safety
  • Radio tone could be used

  • LUNAR
  • Deployment of RIT/RITO to last known or
    identified location
  • Back-up assist teams formed and moved up to
    back-up position
  • Rescue Group is formed
  • Non affected companies switch to alternate radio
    channel
  • Alarm level upgraded x2

Rehab Operations
  • Members will be rotated through REHAB at
    designated or requested intervals
  • Members will complete all phases of the REHAB
    process before being returned to service or
    released
  • A REHAB unit may be assigned as a support vehicle
