Run Control Setting for Point Sources

• Located in /concept_projects/beta4/scenario1
  directory
• Requires episode, speciation and spatial
  definitions
• Point specific options

• These options direct the level of QA applied to
  the NEI files, and determine the plume height to
  be used as the cutoff point between elevated and
  low level point sources
