2Safety at Sea
- Background
- Maritime safety is an important transnational
issue. - Both at national level and at regional/local
level there is a need for implementing risk
management strategies, methods and tools for the
prevention of accidents at sea and for reducing
harmful effects of disasters. - Overall aims
- Materialise risk management strategies
- Reducing harmful effects of disasters
3- The Main Output
- Framework papers on national policies for risk
management with emphasis on inter-linkages
between national and regional level - Risk management strategies developed into
methodologies for various themes as a practical
tool in planning and decision making on national
and regional level - Demonstration projects conducted
-
-

6- Strand 1 Harmonization of Risk Management
Strategies (N) - summarize and systematize the work
- collect existing and new risk management
strategies, risk analysis methods, tools and
terminology - extract the most important elements for
harmonization - monitor and guide the work in the thematic
strands and demonstration projects - prepare training materials
- prepare framework papers
7- Strand 2 Routing and Safe Seaways (NL)
- providing an overview over risk factors related
to sailing corridors and related to access to
ports and terminals - providing assessment of innovative measures to
increase safety and at the same time not
expanding the costs - to utilise AIS data to support risk calculation
in defining routing and other measures in
reducing risks - Demonstration projects

of oil transport in the North Sea region (NL, N) - B AIS Data and Risk Assessment
- (DK, UK, S)
8- Strand 3 Coastal Zone Management (UK)
- providing an overview over risk factors and
measures that have an impact on the region and
local areas and population -
- developing procedures and processes that are
conducive to an optimal cooperation and
coordination between national and regional/local
authorities in emergency planning and
implementation, as an integral part of coastal
zone planning and management - geographical information systems (GIS) will be
used for analyses and visualisation - Demonstration projects

Preparedness - (N, FL, G)
- D Offshore Wind Farm Risk Management
- (UK, FL, DK)
9- Strand 4 Safety Awareness and Decision Making
(FL) - systematisation of means of detecting potential
accidents (deviating from normal, planned or
expected routing or behaviour) - provide an overview of accidents and near
misses, and systematise the human errors involved
- harmonising risk criteria/ parameters relevant
in risk assessment of incidents that potentially
can develop to serious accidents - developing practical decision making risk
assessment tools - increased awareness on safety of small and high
speed crafts - Demonstration projects
- E Risk Assessment and Decision Making for a
Maritime Rescue Coordination Centre - (FL,UK,N)
