Cadre Composition
  • Purpose is to support field operations
  • Two leaders per cadre
  • Members from various geographic areas
  • Each contains two for IRCT (for planning section)

Go Team Requirements
  • Each Go Team member must be available within
    three hours of notification
  • The Go Team member should be packed and ready to
    go
  • The key to remember is flexibility

IRCT and Cadre On Call
  • Each cadre has two designated that have completed
    HHS IRCT training
  • Expected to fill planning position in ICS
    structure
  • Could be field location or Joint Field Office
    (note that REM will be representative to JFO, not
    IRCT specifically)
  • Cadre leaders need to factor IRCT in, even though
    VA staff may not be required

Staff Assignment
  • The cadre member can go to the field, to
    Martinsburg, or to DC
  • Assignments will be standard ICS functions
  • Can support VA or other federal or state
    organization
  • JFO
  • HHS SOC
  • HHS IRCT
  • State EOC

Stress
  • Take care of yourself
  • Stress is a normal reaction to unusual or
    traumatic events
  • Signs and symptoms of stress
  • Physical
  • Cognitive
  • Emotional
  • Behavioral
  • Factors contributing to stress

Cadre Replacement
  • Overlap of cadre leaders
  • Possible overlap of cadre members, depending on
    nature of event/involvement
  • Must include briefing of status and IAP issues

Cadre Management
  • Overall management is centralized
  • Responsibility of cadre leader(s) on the ground
  • Overall management of cadres and personnel
    deployedEMSHG HQ/VHA Operations Center
  • Conflicts of requirements sometimes occur (such
    as FCCs alerted) and may take AEMs out of cadre
    temporarily
