Strategic issues for consideration
  • GAVI and the Vaccine Fund have had success in
    several areas in the last several years. The
    most successful initiatives share two
    characteristics
  • Innovative use of time limited, step up
    investments to change a market dynamic (e.g., new
    entrants on Hep B, Hib, hopefully lower costs for
    ADIP vaccines) and
  • GAVI and the VF were tightly coordinated to link
    funding with active support and monitoring (e.g.,
    execution of ISS funding, DQA, FSP)
  • On the other hand in some cases where GAVI has
    not enlisting financial support from the Vaccine
    Fund, limited progress has been made (e.g.,
    alignment with polio and measles, human
    resources)
  • Looking forward over the longer term, both GAVI
    and the Vaccine Fund are facing many challenges
    and opportunities. The best prioritization might
    be to favor catalytic and coordinated investments
    not being addressed by others. For example time
    limited, step up investments addressing
  • Specific system barriers (e.g., availability of
    information, training)
  • Access to financing barriers at country level
    (e.g., IDA buy down, CMM)
  • Shared initiatives with other global alliances
    (e.g., Polio, Measles)
  • These opportunities might require tighter
    coordination between management of GAVI
    Secretariat and the Vaccine Fund
