4LEGISLATIVE CHANGES
- Section 14, Chapter 2001-43, Laws of Florida
- Required the Department, in consultation with the
Executive Office of the Governor and the
Legislature, to develop a proposed classification
and compensation program - Broadbanding Report was submitted to the Governor
and the Legislature on December 1, 2001
5LEGISLATIVE CHANGES
- Section 42, Chapter 2002-402, Laws of Florida
- Authorized the Department to establish and
maintain a classification and compensation
program addressing Career Service, Selected
Exempt Service, and Senior Management Service
positions - Requires the compensation system to provide for
broad-based salary ranges
6PREVIOUS CLASSIFICATION SYSTEM
- Classes
- Were too narrow/wide to be meaningful
- Reflected narrow job descriptions more than
inclusive job categories due to so many unique
classes - Pay Grades
- 475 pay grades with different ranges
- Inconsistency with respect to width and intervals
- Were difficult to administer due to multiple pay
plans
7PREVIOUS CLASSIFICATION SYSTEM
- Required approximately 30,000 reclassification,
demotion, promotion, and reassignment actions
annually - Limited base pay increases to certain criteria
and one per year per category - Lead to the practice of reassigning an employee
to a class that did not reflect work performed
just to get higher pay
8BROADBAND SYSTEM
- The Department of Management Services refers to
the new classification and compensation system as
Broadbanding - Broadbanding was implemented on July 1, 2002
- The Department will run parallel systems for
approximately one year to ensure accurate and
timely reporting and system interfaces with
Office of Policy and Budget, Division of State
Group Insurance, Division of Retirement, and
Bureau of State Payrolls

- 1.3 million was appropriated to implement the
new pay band minimums for affected classes. For
example - Direct Services Aide
- Health Support Aide
- Food Support Worker
- Paralegal Specialist
- Park Ranger
- Vocational Rehabilitation Counselor
- Group Treatment Leader
10BROADBAND SYSTEM
- The Federal Standard Occupation Classification
System (SOC) was chosen as a foundation to
restructure the existing classification system - This system was developed by the United States
Department of Labor to categorize similar work in
both the public and private sector into
occupational groups based on job-related
characteristics. The Standard Occupational
Classification system is used by the Federal
Bureau of Labor Statistics

- Changes to Classification Practices
- Similar work is included in the same Occupational
Group and Occupation Level - Super-technicians and supervisors may be in the
same Broadband Level - Management flexibility and employee opportunities
are greatly enhanced - i.e., managers can now
recognize performance and increase pay without
the need to promote or reclassify

- Occupational Group - all occupations which are
sufficiently similar in kind of work - Occupation - all positions which are sufficiently
similar in knowledge, skills, and abilities - Broadband Level - all occupations in an
occupational group which have the same level of
difficulty or responsibility and have the same
pay band
