3
INDUSTRY IMPROVEMENTS TO ROAD SAFETY ROAD SAFETY
Move from Hot rolled asphalt to thin wearing
course porous asphalts
MATERIALS
TRAFFIC MANAGEMENT
Better advance warning, lighting, use of the
media, signs etc.
Asphalt plants for new materials, pavers with
state of the art computer GPS controls
PLANT EQUIPMENT
There is a caution improving road surfaces
often produces increases in speed!
4
OUR SAFETY PERFORMANCE
Accept that, as an industry we have very little
impact on the performance of drivers (and their
ability to have an accident) once we have left
site. Create a safe environment for our workforce
and the motoring public during our occupation of
the road network.
Continue as we do now with each - country
setting and enforcing differing standards
OR
Europe wide standardisation of traffic management
at roadworks Leading to Common standard of
behaviour for drivers at roadworks.
5
WHAT MAKES OURS SUCH A HAZARDOUS INDUSTRY?
Traffic Speed volume
Location
Heavy Machinery
Weather
Pressure to complete on time
Hot materials
These actually account directly for 5 or less of
accidents or incidents
95 OF INCIDENTS ARE DIRECTLY ATTRIBUTABLE TO THE
ACTIONS OR INACTIONS OF PEOPLE
6
PEOPLE
The company director late for a meeting ,
speeding through the works
A mother thinking about the myriad of things she
needs to do before getting home, follows a
delivery truck in to the works
The courier missed his turning and now has to
drive through the roadwork's to turn round and
come back through the other side is tailgating
the family car in front without realising it
The travel hardened salesman runs in to the
back of the slowing vehicle in front of him while
he checked his diary
MOTORISTS
7
DESIGN
CLOSE THE ROAD!
ONLY WHEN ALL POSSIBLE OPTIONS TO CLOSE THE ROAD
HAVE BEEN EXHAUSTED SHOULD WE BEGIN TO CONSIDER
ALTERNATIVES
THE SAFETY OF ALL PEOPLE INTERFACING OUR WORK
ZONE SHOULD BE THE STARTING POINT OF THE DESIGN
WE NEED COURAGE AND COMMITMENT TO CHANGE THE WAY
WE THINK
JOINT RESPONSIBILITY
8
AN EXAMPLE
9
THINK
Would the car assembly worker ever consider a
vehicle driving through his factory _at_ 85km/h 1m
away from him as safe acceptable?
Would a parent seeing a 40 tonne lorry driving
through the playground of their childs school _at_
60 Km/h with a row of plastic cones as protection
accept this was a safe practice?
Any rational person will obviously recognise that
the two scenarios above are absurd and
ridiculous, but.
10
On a daily and hourly basis we are putting people
in to the situation where they are protected
from a 40 tonne lorry doing 80kmh by a row of
plastic cones strung out every 9 18m
11
SUCCESS The following is an example of a win
win situation a safer working environment
motorists not being delayed or penalised.
TRADITIONAL METHOD OF SPEED CONTROL THE GATSO
CAMERA
12
GATSO CAMERA
Takes photograph from behind vehicle speed
measured over length of Calibrated marks either
in centre of lane or along edges

Posted speed limit
Traffic speed profile
  • Traffic maintains a regular even pace no
    surging
  • Traffic tends to flow very little evidence of
    tailbacks
  • Drivers concentrate on their speed not the
    works activity
  • Reduced accidents within works those that do
    occur less
  • severe
  • No bad press for high level of speeding
    fines/traffic delays

17
M180 Jn 2-3 Results
Commentary on the M1 J20 -21 project Leicestershi
re police estimate 3 severe accidents per month
J19 -24. For the time we were on the network that
would have resulted in 3 severe accidents within
the 6 month period there were none. All
involved attributed this performance to the
driver behaviour instilled by the average speed
check system.
18
CONCLUSION
DESIGN IN SAFETY
CONCENTRATE OUR EFFORTS ON CREATING A SAFE
ENVIRONMENT FOR OUR WORK COLLEAGUES
PRODUCE A CONSISTENT EUROPEAN WIDE STANDARD _at_
ROADWORKS
THEN APPLY A SIMPLE TEST
19
IF YOUR 17 YEAR OLD SON OR DAUGHTER CAME AND
ASKED IF THEY COULD GO AND WORK ON THE NETWORK -
WOULD YOU, WITHOUT HESITATION, SAY YES?
IF NOT WHY SHOULD SOMEONE ELSE SEND THEIR SON OR
DAUGHTER OUT THERE?
FINALLY
20
ACTION
Are we going to leave this symposium today and
congratulate ourselves for attending
Or
Two years from now are we going to be able to
record that we have achieved what we had the
courage to start on June 20th 2006?
