Our Beginnings
  • Started in 1994 by small business persons
  • Unable to find human resources needed to be
    productive and expand
  • BC had most dynamic economy at the time, but 8
    of the workforce was on welfare
  • Success of original 25 person pilot led to series
    of public tenders
  • Today one of the best examples of public-private
    partnerships in Canada

  • 88 of participants placed independent of welfare
    at 19 months
  • Average 31 hours work per week

BC Government Savings
  • Performance-based contract. Payment milestones
    based on independence from Income Assistance
  • Eleven milestones over 24 months
  • Company assumes entire risk of program
  • Current contract resulted in only 59 of contract
    referrals, but JobWave achieved 102 of
    contracted placements
  • MHR uses savings for more critical program needs
