BACKGROUND
  • According to UN data, 30 million Chinese have
    annual incomes less than 75
  • Primary education is subsidized by government,
    but it is not totally free in China.
  • According to a 2004 survey quoted by Beijing
    Modern Education Daily, an estimated 3 million
    children dropped out of school due to poverty.
    Girls drop out more.

ABOUT US
  • OCEF is a registered charity organization and
    holds a 501(c) (3) non-profit status granted by
    the IRS. OCEF (and its former identity SOS China
    Education Foundation) has been in operation since
    1992.
  • Donation is tax deductible
  • Our mission to help impoverished children in
    rural China complete their education
  • Well-established system consisting of
    coordinator, school representative, and inspector
  • 100 volunteer-based organization
  • Operating expenses were only 3.5 of donations in
    2004
  • Over 200 volunteers in North America and over 250
    volunteers in China
  • Volunteer teams in Houston (headquarter), Boston,
    Canada, Chicago, New York and North California
    (local chapter)

FUND DISTRIBUTION PROCESS
School uses bulletin board to announce approved
applicants
File an application form
School publicly distributes financial aid

Student aid Application and Distribution Procedure
  • OCEF selects targeted schools based on the local
    poverty level and availability of local OCEF
    volunteers as independent coordinators.
  • Schools publicly announce OCEF funding
    application information and students fill the
    application forms.
  • School representatives provide the schools
    opinions on the applicants financial situations.
  • OCEF local coordinators conduct home visits to
    verify application information and prepare a
    final list of recommended applicants.
  • Coordinator mails the recommended applications to
    OCEF China Affairs Committee for first review and
    is then sent to the US team for 2nd round.
  • OCEF notifies schools and each approved
    applicants family by mail.
  • Funds are distributed to schools through OCEF
    China Team. Full amount of financial aid is to be
    distributed to the approved applicants in a
    public school meeting. Schools mail back signed
    receipts and photos of public meetings.

OPERATIONAL TRANSPARENCY
  • OCEF local coordinators are non-paid volunteers.
    They are referred by OCEF members or
    non-government organizations and local education
    ministry. Many coordinators are retired teachers.
  • OCEF also sends inspectors to visit schools and
    students. In the last 2 years, more than 60 of
    the funded schools were inspected, including more
    than 20 schools in 2003. Donors can serve as an
    inspector during their visits in China.
