  • Bi-regional Coordination of ST cooperation
  • INCO-NETs are platforms bringing together policy
    makers and stakeholders of one target
    region/country with the EU to

    for mutual benefit and interest and define
    cooperation policy orientations
  • Implement specific activities to promote and
    contribute to the participation of the targeted
    regions/countries in the Framework Programme

  • Bilateral ST Cooperation Partnerships
  • Objective
  • Strengthen the cooperation partnership between
    the EU and countries, which have an ST
    cooperation agreement or are in the process of
    negotiating one.

    and funding designed to promote cooperation
    between Europe and third countries

  • To enhance the cooperation and coordination of
    research programmes carried out at national or
    regional level in the MS and AS and which target
    one third country or several third countries in a
    given region
  • The main partners representatives of ministries,
    research councils or other funding agencies

  • Promote/encourage an effective international
    scientific EU cooperation strategy at EU level
  • Set clear common goals, strategies and policies
    (amongst MS participation 3rd countries)
  • Reinforce the efficiency and impact of the
    ongoing bilateral ST cooperation initiatives
    between Member States and International
    Cooperation Partner Countries
  • Facilitate innovative programmatic approaches.

CAPACITIES - International Cooperation
  • ERA-NET PLUS
  • allows the Commission to provide an incentive to
    the organisation of joint calls between national
    or regional research programmes by topping-up
    joint trans-national funding with Community
    funding .
  • intends to bridge the gap between coordination of
    national programmes via ERA-NET and the joint
    implementation of well identified national
    research programmes, on the basis of Article 169
    of the Treaty.

  • The context
  • The EU Strategy for Africa adopted by the
    European Council in December 2005
  • With this new Strategy, the EU reaffirmed its
    commitment to peace, stability and development
    and defined a single comprehensive, integrated
    and long-term framework for its relations with
    the whole of Africa.

  • Building on the key principles of ownership,
    responsibility and mutual accountability, it was
    the first European political framework to address
    Africa as a single entity.
  • The Strategy is also a solid platform to improve
    the coordination, coherence and consistency of
    the EU's policies and instruments supporting
    Africa with those of its Member States.

  • The Ministerial EU/AU Troika Meeting in Bamako in
    December 2005 welcomed the newly adopted EU
    Strategy for Africa
  • Ministers also agreed that, in the spirit of the
    new EU-Africa partnership, it would be
    appropriate to also develop a "Joint EU/Africa
    Strategy" and an outline for this was first
    discussed at the Brazzaville Ministerial Troika
    meeting on 10 October 2006

  • Following its political endorsement, the outline
    was then subject to a large consultation process,
    involving many stakeholders on the European and
    African sides
  • biannual Joint Task Force meetings held in Addis
    Ababa and in Brussels
  • The new Joint Strategic Partnership was adopted
    by the EU/Africa Summit of Lisbon, on the 8th
    December 2007
