3Contract Source for Arts Education
- NYC DOE purchases Arts Services under the
following contract sources - PQS R0164---Approximately 90 Vendors received
their contract numbers - Direct Student Services which may accompany
Related Professional Development and/or Parent
Engagement Services. Contracts will expire on
September 2012 - Listing Applications 140 vendors whose contracts
expire on a rolling basis over the next year. - New Professional Development for Arts Education

4The Request for Services
- The Department seeks proposals from organization
capable of providing professional development
services. The Department is seeking to partner
with organizations and individuals that can
provide services in one or more component (s) - Component 1
- Blueprint Trainers (Certified by the Office of
Arts and Special Projects) - Component 2
- Standard-based Professional Development
- Component 3
- Instructional Planning Support Services
5Minimum Qualifications
- All Proposers must demonstrate their ability to
provide high quality professional development
arts services under the component (s) to which
they are proposing. Any proposal not meeting the
qualification for the proposed component area
will NOT be evaluated. - Component 1 Blueprint Trainers
- Submit letter to Office of Arts and Special
Projects - Only individuals working with organizations that
helped develop the Blueprints are eligible can
apply to this component - Submit an agreement letter acknowledging the
stated service rate of 75.00 per hour, per
trainer.
6Minimum Qualifications cont.
- Component 2 Standard-Based Professional
Development Services and Component 3
Instructional Planning Support Services - Submit an acknowledgement letter for teaching
artist to attend a Blueprint Orientation Seminar - Provide 3-Letters of Reference from school
systems and/or other related educational
organizations that purchased your services,
within the last two years - Provide companys service schedule in the Work
Plan - Proposals will be accepted from Individuals,
Individual Organizations, as well as Consortiums
of Organizations (Component 3 ONLY)
7To All Listing Application Vendors
- NO new Listing Applications for Arts Education
Services will be accepted. Instead, Vendors may
apply to the Arts Education Services PQS (R0164)
and/or propose for this new PQS for Professional
Services (R0089) as a new mechanism to procure
Arts Services. - Providers who currently hold LAs are strongly
encouraged to respond to one of the above PQS,
rather than wait until their LA expires. - If you choose not to respond at this time, you
are encouraged to respond no later than 6 months
prior to the expiration date of your current LA
contract to ensure continuity of services.
8Pre-Qualified Solicitation Process
- The Pre-Qualification Solicitation (PQS) is an
ongoing open enrollment process is intended to
create a qualified pool of vendors eligible to
deliver specific services for the NYC DOE. - Proposals will be accepted on an ongoing basis
- Vendors who do not make it through the evaluation
process are allowed to resubmit their proposals
(may resubmit once during a 6-month period) - Once approved, a Vendor is recommended for a
contract award to deliver their proposed services.
9Pre-Qualified Solicitation Process cont.
- The Multiple Task Award Contract (MTAC) process
is the mechanism through which schools draw down
services against PQS awarded contracts - Under 25,000 standard procurement procedures
apply - Above 25,000, the MTAC process (a mini-RFP
procedure) allows clients to draw services from a
pool of pre-qualified Vendors identified via the
PQS process. - Vendors will receive a request to propose
directly from the client (School/DOE Office), and
will indicate his/her organizations intent to
submit a proposal. - Submitted proposals will be reviewed and scored
by the Client - A purchase order will be issued to the most
cost-effective and capable Vendor as determined
by the Clients selection committee.

- Terms and Conditions
- All contracts awarded as a result of this PQS
will be subject to the standard Terms and
Conditions (Appendix B) - Though it is preferable to not entertain any
exceptions to our Standard Terms and Conditions
please note that all exceptions must be with your
proposal submission
