Activity to date
  • The Executive Committee is recommending
  • The formation of a Temple Committee to implement
    the entire project of building a Jain Center/Jain
    Temple with the help of sub-committees. The
    proposed structure will be presented in the
    following slides.
  • Creation of a separate account within the
    Sadharan Account of JSGC to receive and disburse
    funds related to the project.
  • The Exec Comm. has discussed options about
    creating a separate organization/trust to manage
    this project. A decision has not yet been made.

The Charter of the (Main) Temple Committee
  • Responsible to the General Body and the Executive
    Committee.
  • Manage the project to build the JSGC Jain
    Center/Temple at the Richfield site in its
    entirety.
  • Coordinate activities of all sub-committees.
    Form/dissolve sub committees as necessary.
  • Create guidelines and controls for managing fund
    raising and expenditures.
  • Report project progress to the Executive
    Committee and the General Body on a regular
    basis.
  • The Committee will remain in place through the
    entire building project and up to 4 months after
    its completion to settle all contracts, payments
    and accounts related to the project.

The Charter of the Design Sub-Committee
  • Responsible for the design of the Jain Center and
    Temple interior and exterior with the
    exception of the Ghabara itself.
  • Determination of needed facilities, their size
    and location.
  • Choice of materials/colors etc to be made in
    coordination with Engineering and construction
    committee.
  • The Engineering and Construction sub-committee
    reports to the (main) Temple Committee and will
    remain in place through the entire building
    project and up to 4 months after its completion
    to settle all contracts, payments and accounts
    related to the project, unless specifically
    dissolved by the (main) Temple committee.

The Charter of the Ghabara Sub-Committee
  • Responsible for Design of the Ghabara, shikhar
    and related items.
  • Choice of how many and which Murtis to be
    installed in the Ghabara and outside the Ghabara.
    Choice of Mulnayak Bhagwan and all related
    matters.
  • Identification of Acharya Bhagwant for
    Margdarshan and seeking and interpreting their
    advice for application to our circumstances as
    needed.
  • Will advise Temple Committee on use of Dev Dravya
    funds per the direction provided by Acharya
    Bhagwant.
  • The Ghabara sub-committee reports to the (main)
    Temple Committee and will remain in place through
    the entire building project and up to 4 months
    after its completion to settle all contracts,
    payments and accounts related to the project,
    unless specifically dissolved by the (main)
    Temple committee.

The Charter of the Engineering and Construction
Sub-Committee
  • Responsible for managing all engineering and
    construction aspects of the Jain Center/Temple
    complex including all permits, contracts,
    supervision of contractors, building process and
    related activities.
  • Responsible for managing the bid process
    eliciting, evaluating and awarding bids as
    appropriate.
  • Work closely with the Design and Ghabara
    sub-committees to help create and then implement
    agreed upon designs.
  • The Engineering and Construction sub-committee
    reports to the (main) Temple Committee and will
    remain in place through the entire building
    project and up to 4 months after its completion
    to settle all contracts, payments and accounts
    related to the project, unless specifically
    dissolved by the (main) Temple committee.

The Charter of the Fund Raising and Finance
Sub-Committee
  • Responsible for raising funds for the Jain
    Center/Temple Project
  • Create mechanism for getting pledges, collecting
    and disbursing funds. Envision and conduct Fund
    raising events as appropriate.
  • Manage the income and outgo in coordination with
    the (main) Temple Committee and the Engineering
    and Construction sub-committee.
  • Maintain accounts of all funds related to the
    Jain center/Temple project. Provide timely
    reports to the (main) Temple Committee, the
    Executive Committee and the General Body of the
    JSGC.
  • The Fund Raising and Finance sub-committee
    reports to the (main) Temple Committee and will
    remain in place through the entire building
    project and up to 4 months after its completion
    to settle all contracts, payments and accounts
    related to the project, unless specifically
    dissolved by the (main) Temple committee.

The Charter of the Public Relations Sub-Committee
  • To be the link between the JSGC community and the
    (main) Temple Committee and its sub committees.
  • To help with any and all issues coming up within
    the community. Act in advisory capacity to the
    (main) Temple Committee and its sub-committees.
  • The Public Relations sub-committee is responsible
    to the (main) Temple Committee and will remain in
    place through the entire building project and up
    to 4 months after its completion to settle all
    contracts, payments and accounts related to the
    project, and will be dissolved along with the
    (main) Temple committee at the end of the
    project.

The Charter of the Souvenir Sub-Committee
  • Responsible for planning and publishing a
    souvenir on the occasion of the Pratishtha
    Mahotsav.
  • More details of the charter to be defined later.
  • The Souvenir sub-committee may be formed or
    later, about six months prior to the anticipated
    publication of the souvenir.
  • The Souvenir sub-committee will report to the
    (main) Temple Committee and will remain in place
    through the entire building project and up to 4
    months after its completion to settle all
    contracts, payments and accounts related to the
    project, unless specifically dissolved by the
    (main) Temple committee.

  • Responsible for planning and conducting the
    Pratishtha Mahotsav.
  • More details of the charter to be defined later.
  • The Pratishtha sub-committee may be formed or
    later, about six months prior to the anticipated
    publication of the souvenir.
  • The Pratishtha sub-committee will report to the
    (main) Temple Committee and will remain in place
    through the entire building project and up to 4
    months after its completion to settle all
    contracts, payments and accounts related to the
    project, unless specifically dissolved by the
    (main) Temple committee.

Guidelines for Expense Approval and Disbursement
of Funds
  • The (main) Temple committee with the help its
    sub-committees and with the approval of the JSGC
    Executive Committee will set up these guidelines
    and report to the General Body.
  • For Example
  • Signature Authority limit for the Treasurer of
    the Temple Committee beyond which two
    signatures will be required.
  • Authorized people with signature authority
  • - Treasurer of the Temple Committee, Leader
    of the Fund Raising and Finance Committee, one or
    two more persons
  • limit on when contracts can be awarded without
    bids
  • limit on any one expense at which the Temple
    Committee must get Exec. Committee approval and
    when they must come back to the General Body
  • Others as needed

Guidelines for meetings and procedures to be
followed by the Temple Committee and the various
sub-committees
  • The (main) Temple committee with the help its
    sub-committees and with the approval of the JSGC
    Executive Committee will set up these guidelines
    and report to the General Body.
  • For Example
  • The Temple Committee and all sub-committees will
    appoint a Leader and a Secretary.
  • Meetings will be held at regular intervals as
    needed and minutes will be kept of all meetings.
    The secretaries of the various sub-committees
    will forward a copy of the minutes of the
    previous meeting (after their approval by the
    committee members) to the Secretary of the Temple
    Committee for record keeping in a central
    location.
  • The rules for a quorum for all committees. Rules
    for filling vacated seats.
  • Others as needed.

Anticipated Sequence of Events
  • The Design Committee and The Engg. And
    Construction Committee need to finalize a plan
    for the Jain Center/Temple in terms of total
    interior area, allocation to various sub-items
    and their location etc.
  • The survey can be approved concurrently.
  • Then, the Engineering and Architectural work
    needs to be completed for submission of these
    plans for approval to the Governing bodies.
  • Once this approval is obtained, then only we can
    (should) start any real building work on the
    land.
  • Early information (needs to be confirmed)
    suggests that leaving the land as is and with the
    donor, as long permission is obtained to do all
    the above work has been granted, will be to the
    benefit of the Society and also the donor.

What is the Path forward?
  • The JSGC Executive Committee is seeking the
    General Bodys approval to
  • Form the committees in the structure proposed.
  • Get the committees going and finalize their
    charters and functioning guidelines.
  • Creation of a separate account within the
    Sadharan Account of JSGC to receive and disburse
    funds related to the project.
  • The Jain Center/Temple Properties Account
  • Get approval for the entire project, if
    appropriate.
  • Specifically approve survey and initial
    Engineering Expenses.
  • Get approval to start collecting funds in the
    Jain Center/Temple Properties Account.
