JKDDC Working Group Issues
  • 05JKDDC-01 Access to a LMS that crosses
    functional boundaries
  • Discussion Users need unobstructed, centralized
    visibility of federated data. COCOMs can not
    afford the purchase nor afford to maintain
    LMS/LCMS capability.
  • Impact Can not effectively manage training and
    readiness programs without near real time access
    to training, qualification/certification
    information. Can not effectively manage
    individuals without effective LMS.

  • Endstate Hosting environment for real time
    access to individual qualification, certification
    and experience data.
  • Plan of Action Establish LMS Workgroup that is
    not subordinate to JKDDC Workgroup. Identify LMS
    and Course Development Tools that are best of
    breed. Identify required timeline for
    development. Identify resource provider who will
    POM for funds.

JKDDC Working Group Issues
  • 05JKDDC-02 Re-visit the previously formalized
    JKDDC life cycle management business rules.
  • Discussion On initial concept development,
    entities taking on Lead Development Agent (LDA)
    responsibilities thought they would receive
    resources commensurate with the responsibilities
    assumed. Subsequently, experience has been that
    resources have not and are not intended to flow
    to LDAs. Lack of resources is causing LDAs to
    re-evaluate their ability to meet previously
    assumed responsibilities.
  • Impact Lack of resources to develop, maintain,
    and update content may seriously jeopardize or
    impede quality and consistency of content
    products.

  • Endstate Sufficient resources available to
    identify, develop, and sustain course content
    from cradle to grave.
  • Plan of Action Find the resources to fully
    support LDAs. Coordinate with OSD to
    re-prioritize funding and/or find new sources.
    Provide update to stakeholders at next JIPT.

  • 05JKDDC-03 Identification/Development of Joint
    Core Competencies and Curriculum to lead/guide
    content development.
  • Discussion Need to place requirements in front
    of content development IAW the Joint Training
    System. Initial course lists (FY 03 FY 04)
    developed from JFCOM provided course list. FY 05
    course list developed from formal JKDDC Working
    Group process.
  • Impact Failure to fully identifying core
    competency and curriculum requirements and
    priorities prior to identification courseware
    content requirements increases risk of not
    fulfilling training program objectives.

  • Endstate JKDDC content developed in consonance
    with stakeholder identified joint core
    competencies and curriculum.
  • Plan of Action Stakeholders provide individual
    core competencies (general from JS J7 and
    position specific from COCOMs/CSAs) to
    JKDDC/Joint Staff. Identify curriculum
    developer. Develop requirements-based
    curriculum.

  • 05JKDDC-04 Submitting JKDDC Program Initial
    Capabilities Document (ICD) with stakeholder
    buy-in
  • Discussion Due to change of Workgroup
    participants and emerging operational
    requirements, discussion within JKDDC Working
    Group is not contained and bounded. Confusion
    continues regarding the full-scale capability of
    the broad-ranging JKDDC program the majority of
    the discussion covered the development of
    courses, which is just one portion of the JKDDC
    capability. An operational perspective of the
    JKDDC program is best addressed through a formal
    ICD.
  • Impact Discussion and decision-making within
    JKDDC Working Group is fragmented and focused on
    implementation rather than strategic and
    transformational goals.

  • Endstate Submit ICD for JKDDC program to Joint
    Capabilities Integration and Development System
    (JCIDS) Process.
  • Plan of Action JKDDC develop ICD in
    collaboration with stakeholders and submit
