- The AIDS Education and Training Centers (AETCs)
are the training component of the Ryan White
Comprehensive AIDS Resources Emergency (CARE)
Act. - It is a network of regional and national centers
that train health care providers in a variety of
HIV care and treatment issues - The goal of the AETCs is to increase the number
of providers who are competent and willing to
clinically manage HIV infected patients.

3Priorities of the AETC Program
- Reach providers caring for minority and
disproportionately affected populations - Enhance the skills of direct health care
providers-- physicians, physician assistants,
nurses, pharmacists, and oral health
professionals. - Improve the quality of HIV/AIDS care delivered by
providing clinical support and meeting the
training needs of direct health care providers. - Provide trainings and clinical consultation on
the clinical management of HIV/AIDS, the use of
HAART, and the management of co-morbidities.
4Training Levels
- Each AETC offers a variety of training
activities that include the following - Level I Didactic presentations, introductions,
and updates - Level II Interactive, skills building training
- Level III Hands-on clinical training
- Level IV Educational clinical consultation
- Level V Technical assistance, capacity building
and referral
5Level I Didactic Presentations
- Training activities are primarily didactic
presentations, but can also include panel
discussions, self-instructional materials,
journal clubs, teleconferences, etc. - Participants are often passive learners, with
programs varying in length from brief lectures to
conferences. - It is suggested that level I activities account
for lt 20 percent of the total effort.
6Level II Skills Building
- Training activities are primarily interactive.
- Skills-building events are characterized by
active trainee participation. - Interactive learning is achieved by
- the discussion of patient cases
- role play
- simulated patients

7Level III Hands-on Clinical Training
- Trainees are actively involved with actual
clinical care experiences involving patients. - Activities include the following
- preceptorships
- mini-residencies
- observation of clinical care at either the AETC
training site or the trainees worksite
8Level IV Educational Clinical Consultation
- Training activities consist of patient-specific
clinical consultation provided to individual or
groups of health care professionals. - Training is initiated by
- chart review
- clinical quality assessment process
- the trainee having a patient-specific clinical
question - The following are characteristics of this level
of training - Interaction between two clinicians
- Information provided on state of the art clinical
care - Communication via telephone, electronic media, or
in person
9Level V Technical Assistance
- Events focus on technical assistance and capacity
building at the organizational level. - Trainings utilize a consultation style approach,
which is either organizational or AETC-driven. - Topics cover organizational or program structure
issues. - Information resources and guidance to improve HIV
clinical service delivery and performance is
provided.

- 64 of participants are direct health care
providers. - 66 of training participants received Level I or
Level II trainings. - 50 of training events are Levels III and IV
(Clinical Trainings and Consultations). - Even though only 2 of participants attended a
Level III training, these trainings accounted for
44 of all training hours.
