3eHealth is about enabling better care through the
use of information
NHS Scotland should be known for continuous
improvement and its relentless pursuit of
quality..In our discussions we need to look
at..developing a new strategy for eHealth by
Spring 2008, exploiting new technologies to
everyones benefit. Nicola Sturgeon (Sept 07)
- Better health better care is an evolution of
Delivering for Health - eHealth was a recognised enabler for Delivering
for Health - eHealth helps deliver key areas of the BHBC
vision - As information follows the patient, the eHealth
vision is to deliver better quality, quicker care
4There has already been progress towards the goal

5There are several challenges which need to be
addressed in order to deliver the vision
- Strategic
- Technical
- People related
- Operational
6These challenges are in a context of increasing
demand for revenue budget

9The updated eHealth strategy will provide a clear
direction for all eHealth initiatives
- Aiming for a practical, deliverable strategy
building on existing work - Currently engaging with stakeholders to ensure
strategy delivers for Boards - Some early consensus but different groups have
different priorities - Lots of calls on funding
- Updated strategy in Spring 2008
10Providing a clear way of integrating clinical,
business and technical decisions will reduce risk
- Information governance
- Architecture
- Design authority
- Standards and specialist working groups
11The architecture will evolve from this
12To this..
- Coherent
- Integrated
- Secure
13Focusing on people and processes will maximise
the chance of benefits being realised
- Identifying the opportunities for improved care
using existing systems - Developing and rolling out a benefits management
approach to all eHealth projects - Recognising the people aspect of the change,
initially focusing on establishing two-way
communications
14We are taking a structured approach to
identifying opportunities from existing systems
Take a specific pathway on one Board and identify
opportunities
Identify specific opportunities from existing key
systems
Map generic pathways to applications and targets/
standards
15Co-ordinating eHealth initiatives across
Scotland will maximise chance of delivery
- Programme management office for eHealth provides
a consistent view of the portfolio - Supporting new projects through lifecycle
- Providing a delivery blueprint
- eHealth financial strategy
- Professionalising IT
16This is the beginning of a journey, not the end
- To deliver the national goal of integrated
healthcare provision we need - A recognition that eHealth is relevant to
everyone - A clear strategy which can be delivered in
practice - An architecture which supports national
parameters with local flexibility - Prioritisation which focuses on benefits
- Co-ordination, integration and aggregation of
existing eHealth initiatives to deliver value - Open dialogue with stakeholders
- People who are passionate about achieving the
vision
17But we will move forward
That it will ever come into general use,
notwithstanding its value, is extremely doubtful
because its beneficial application requires much
time and gives a good bit of trouble, both to the
patient and to the practitioner because its hue
and character are foreign and opposed to all our
habits and associations.
