Tsunami Aftermath in Indonesia
  • Situations in 26th December 2004
  • 45.318 telephone subscribers (SST) did not work
    in Aceh and some part of North Sumatera. This
    resulted disruptive communication between Aceh
    and the rest of Indonesia.
  • 5 Central Offices was damaged due to broken power
    supply and rectifier as the results of flood
    after Tsunami.
  • Some actions immediately taken
  • Fixed Wireless Access (FWA) was highly utilized
    since it was the only possible communication
    although with limited power supply.
  • VSAT was fully activated by mobilizing up-link
    mobile units to Aceh.
  • 10 units of mobile communication satellite (Byru)
    was operated in the disaster locations.
  • Some BTS was installed in Banda Aceh using MSC
    transferred from Medan, North Sumatera.

Recovery in the Tsunami Aftermath (Current
Situation)

  • The establishment of Media Center and its website
    to provide various information such as
  • Missing persons
  • Children losing parents
  • Updating victims database
  • The locations of camp for refugees
  • Transportation distribution of aides
  • The locations of field camps for coordination
  • The quick recovery of wireless infrastructure to
    support internet services.
  • The intensive uses of Broadcasting media such as
    Television and Radio to disseminate the
    information and to provide entertainment program
    for the refugees. Almost all national TV channels
    fully reported the progress of recovery in their
    coverages.
  • The Government is planning to install six
    additional Media Centers in the location of the
    disasters. Currently, five media centers have
    been operated.

Concluding remarks
  • Regional cooperation in the use of ICT in
    disaster management may be promoted by
    establishing the multinodal framework through the
    development of network of networks within the
    Indian Ocean, and the Asia and Pacific regions.
  • The Early Warning System to be implemented in the
    Indian Ocean and the Asia Pacific regions should
    be capable of detecting the multihazards and open
    ended in its nature.
  • Indonesia proposes an improved Early Warning
    System by incorporating the GPS based continuous,
    real time and online monitoring into the existing
    Pacific type tsunami warning system.
  • Societal awareness and preparedness to reduce the
    impact of disasters should be carried out through
    the use of multimedia and various means of
    transmitting the information and knowledge
    (training, public formal and informal education,
    public campaign, games, etc.).
  • Establishment and expansion of distributed
    community information centers at lowest level of
    administrative unit is encouraged and should
    integrate the awareness on disaster prevention
    and risks reduction.
  • The applications of ICT took very critical roles
    in reducing the devastating effects of disaster.
    Indonesia strongly supports cooperation among APT
    members to work together to reduce the effects of
    Disaster.
  • Indonesia welcomes any assistances for improving
    the disaster relief communication systems.
    However, this efforts should consider the
    existing conditions of each countries.
