Bidding Documents

• All accountable entities must use the MCC
  standard bidding documents for MCC funded
  projects.
• Posted on MCC website www.mcc.gov
• Currently available in English, French, and
  Spanish
• Approved MCC SBDs for Goods, Large Works,
  Prequalification documents for large works, Small
  Works, Consulting services, and Design build.
• Underway MCC SBDs for Non consulting services,
  and IDIQs.

Payment to Vendors

• Payments are received by the vendor
  directly to account through the Common Payment
  System
• The Common Payment System (CPS) is
• A payment system that uses the U.S. Department of
  Treasurys International Treasury System (ITS)
  and the Secure Payment System (SPS). All U.S.
  bank payments utilize SPS and all non U.S. bank
  payments utilize ITS
• A MCC system implemented by the National
  Business Center (NBC), MCC Financial Services
  Provider.

  is responsible for overseeing the flow of
  procurement activity under MCC funded projects
• The Procurement Director Procurement Policy
  ensures that all procurement transactions are
  implemented in accordance with the MCC
  Procurement Guidelines
